Planning Commission Regular Meeting Minutes <br /> • June 16, 1998 <br /> Page 9 <br /> 1 eminent domain powers for the public purpose of redevelopment and then sell to a private <br /> 2 developer to implement the plan. <br /> 3 Commissioner Horst asked if any part of this plan would take into account the tax implications of <br /> 4 business versus residential. <br /> 5 Mr. Weber stated this was not included in the proposal as he understood the City's request to be <br /> 6 for concept stage planning. However, BRW has provided this service on previous occasions. <br /> 7 -Commissioner Horst asked how the proposed process varied from the Comprehensive Plan <br /> 8 process which was just completed. <br /> 9 Mr. Weber stated this is a more detailed level of planning. It would include planning the <br /> 10 arrangement of buildings,the type of buildings,providing sketches of the plans, and attendance <br /> 11 at four to five meetings. He noted discussion of the tax implications could be included very <br /> 12 easily. <br /> 13 Commissioner Horst stated that earlier in the meeting the Real Estate Manager of the Shopping <br /> 14 Center had stated in a letter that he believed that retail use was still an appropriate use for the <br /> shopping center. Horst stated that as a business owner he agreed. He wished that the planners <br /> would look at the center with an open mind. <br /> 17 Commissioner Gondorchin explained the Robodyne request. He also noted that the shopping <br /> 18 center is currently for sale. <br /> 19 Commissioner Horst noted that the shopping center has been for sale for a couple of years. He <br /> 20 also explained to Mr. Weber that Mr. Alvite envisions a technical parkin the shopping center <br /> 21 area. He suggested that this vision may not be compatible with the vision of the Planning <br /> 22 Commission, City Council or BRW. <br /> 23 Mr. Weber stated that was not the use for the area which came to his mind. He suggested that <br /> 24 office use may be appropriate for the area. Mr. Weber explained that his role in the process <br /> 25 would be to facilitate discussion, bring ideas, provide sketches, and help the group to brainstorm. <br /> 26 Chair Bergstrom questioned the "next step" after viable ideas had been developed. He asked if <br /> 27 BRW would obtain the developers. <br /> 28 Mr. Weber stated this was not included in the proposal. However, BRW can act as an advisor in <br /> 29 that process. He suggested that the planning process would include talking with the various <br /> 30 owners of the area and obtaining their input, determining one to three ideas,testing the <br /> 41 marketplace, and then moving forward with acquisition of property, etc. <br /> 32 Chair Bergstrom thanked Mr. Weber for his presentation. <br />
