CITY OF ST. ANTHONY <br /> • PLANNING COMMISSION MINUTES <br /> November 15 , 1983 <br /> The meeting was called to order by Chair Pro Tem Zawislak at <br /> 7 : 30 P.M. <br /> Present for roll call : Jones , Zawislak, Wagner and Franzese. <br /> Absent : Makowske , Bjorklund, and Bowerman. <br /> Also present: David Childs , City Manager. <br /> 'The following amendments were accepted for the October 18th Commission <br /> minutes : <br /> Page 2 , para. 6 : Substitute "Injection" for typo "injunction" <br /> in line 10 . - <br /> Page 3, para. 6 : Substitute "It was reported" for "Mrs . Makowske <br /> reported she had learned" in line 1. <br /> Page 3, para. 7 : Substitute "She" for "and she" and eliminate <br /> "this might be an in indication" in lines 3 and 4 . <br /> Page 4 , para. 1 : Add " and could present a hazardous situation" <br /> following "necessary" in line 1. <br /> Motion by Commissioner Jones and seconded by Commissioner Wagner to <br /> approve as amended the minutes of the Planning Commission meeting <br /> held October 18th, 1983 . <br /> Motion carried unanimously. <br /> It was agreed that, if the only formal action taken that evening was <br /> the concept review of the Walbon lot split, there need be no. 'represent- <br /> ative in attendance at the next Council meeting. - I . <br /> The Manager indicated there was no longer any urgency to develop <br /> a Housing Plan for the City since the Arkand Partnership have <br /> indicated they have other methods of financing the rollover of homes <br /> to enable their owners to buy into the Kenzington condominiums . He <br /> said the redevelopers anticipate a majority of the purchasers would <br /> be from Minneapolis which has its own housing bond programs and it <br /> would not be economically feasible for the City or Developer to put <br /> up a million dollars in front end dollars to set up a housing bond <br /> program for the number of St. Anthony residents who can be expected <br /> to buy condominiums . However, even though the Housing Plan would not <br /> be approved until January 6 , 1985 , Mr. Childs indicated he would like <br /> to see such a plan developed early next year. <br /> There are 12 condominiums sold to date, Mr. Childs reported, and <br /> construction won't be started until 50% or- 67 are sold. However, <br /> the redevelopers are putting up a model beginning the week of November <br /> 21st. The Manager told Commissioner Jones there would be no speculative <br /> buying, at least on the first round of unit purchases , on the project. <br />
