Regular Council Meeting <br /> November 14, 1989 <br /> page 7 <br /> personnel can come and retrieve the dog. Sevich thinks the resident <br /> 2 should not bear this responsibility, nor be put at risk by trying <br /> 3 to detain the dog. <br /> 5 Sevich advised the Council that his wife had been attacked and bitten <br /> 6 by a dog on October 24th. A report was filed with the Police Department <br /> 7 on that date. When -Sevich contacted the Police Department on November <br /> 8 13th regarding this incident , he was advised it was his responsibility <br /> 9 to follow through on the complaint regarding medical costs covered, <br /> 10 legal responsibility of the dog owner, etc. . He felt victimized by the <br /> 11 system by not having been informed of his legal rights and responsibilities <br /> 12 nor his recourse at the t.ime the attack was reported. <br /> 13 <br /> 14 Mrs. Sevich stated she read the complete police report of the attack <br /> 15 noting that her statement was relatively short whereas the statements <br /> 16 made by the dog owner and neighbors in the area were quite lengthy. She <br /> 17 stated when she questioned portions of the written statement and its <br /> 18 accuracy and completeness , a police captain remarked that a lot of detail <br /> 19 was discouraged. <br /> 20 <br /> • 21 Mrs. Sevich advised the Council that she was attacked from behind by the <br /> 22 dog, the attack was unprovoked, and she is aware that this same dog had <br /> �3 previously attacked a mailman. She felt the report regarding her matter <br /> 24 was not balanced. <br /> 25 <br /> 26 The Police Chief stated this dog has been quarantined since the incident <br /> 27 of the mailman being bitten. This quarantine came after the dog was <br /> 28 evaluated by the Animal Control Services who felt the chain and leash <br /> 29 used by the owner were sufficient to hold the dog in quarantine in its <br /> 30 own yard. It was observed that the chain was rusty and the dog broke free <br /> 31 from it when it bit Mrs. Sevich. <br /> 32 <br /> 33 Andrea Preussner, 3011 Rankin Road , and Kathy Renfro, 3000 Rankin Road , <br /> 34 are acquainted with the dog. They both stated that the dog appears <br /> 35 viscious and makes them nervous. <br /> 36 <br /> 37 Marks felt some of the problems stems from the manner the Animal Control <br /> 38 Services interprets and enforces the City's ordinances. <br /> 39 <br /> 40 The Police Chief will discuss this matter with the City Attorney. Chief <br /> 41 Dickerson advised that formal complaints must be signed before a judge. <br /> 42 <br /> 43 Pat Taylor, 2928 Rankin Road , expressed concern regarding the uneven <br /> 44 enforcement of City ordinances by the Police Department. She felt the <br /> 45 current policy, that being, ordinance enforcement based on response to <br /> 46 complaints, was ineffective and unfair. She cited posting of "Garage <br /> 47 Sale" signs and parking on grass as two instances of uneven enforcement. <br /> 48 <br /> 49 Stephen Kognismark, 3108 Rankin Road, requested that the cat licensing <br /> 50 requirement also be reviewed. He has sustained considerable damage to <br />
