11 <br /> 1 would be very unsafe . <br /> 2 <br /> 3 Commissioner Hansen acknowledged this information, but <br /> 4 stated his dissatisfaction with the fact that the <br /> 5 requirements were known before construction began, yet the <br /> 6 construction of the driveway was completed unsatisfactorily <br /> 7 and the Commission was being asked to make allowances after <br /> 8 the fact . He expressed the opinion that the Commission <br /> 9 should have been approached as soon as a problem with the <br /> 10 grade was discovered. City Manager Burt said that he <br /> 11 believed LaNel had made a good faith atte-pt to obtain the <br /> 12 emergency vehicle access . <br /> 13 <br /> 1.4 City Manager Burt then stated that the Cit': is presently <br /> 15 negotiating with Kraus Anderson on a major existing sewer <br /> 16 line which runs through the property. He indicated that a <br /> 17 walkway and the emergency vehicle access change could be <br /> 18 suggested as part of those negotiations. =f negotiations <br /> 19 fail, the City might attempt to condemn that piece of land as <br /> 20 a last resort. He speculated that the emergency vehicle <br /> 21 access might be changed but not drastically. Mr. Brewer com- <br /> 22 mented that the owner of the Town and Coun_ry was not very <br /> 23 cooperative. Commissioner Hansen made another appeal that <br /> 24 the City be notified of problems before they become physically_ <br /> 25 impossible to correct. <br /> 26 <br /> 27 <br /> 28 Commissioner Wagner asked whether a large -:edical response <br /> 29 unit would be able to negotiate the emergency vehicle <br /> 30 access . City Manager Burt said that he would investigate <br /> 31 the matter . He stated that construction vehicles were <br /> 32 currently using the driveway without difficulty and that he <br /> 33 knew an ambulance would be able to use the driveway. City <br /> 34 Manager Burt commented that emergency vehicles would use the <br /> 35 main entrance in all cases unless it was blocked or <br /> 36 inaccessible for some unforseen reason. <br /> 37 <br /> 38 Chairperson Madden asked Mr . Brewer whether he was referring <br /> 39 to the owners of the shopping center or to the owners of the <br /> 40 Country Store property when he referred to the owners as <br /> 41 uncooperative. Mr. Brewer stated that he meant the Country <br /> 42 Store near the end of the property, and that LaNel had been <br /> 43 advised by them that their parking lot is not for through <br /> 44 traffic. <br /> 45 <br /> 46 Commissioner Wagner asked Mr. Brewer to comment on the <br /> 47 possibility that the Autumn Woods of St. Anthony wording and <br /> 48 logo be removed from the directional signa;e, and that the <br /> 49 signage be made vertical with larger numbers so that they <br /> 50 would be highly visible even above snowdrifts .
