The resident • <br /> 2 needed to exit his vehicle to move the sign so he could enter his drive- <br /> 3 way. Traffic flow was interrupted and the delay. resulted in some very <br /> 4 frustrated motorists. The resident stated he was supportive of this Lions <br /> 5 Club project, but the situation was awkward and disruptive. He would have <br /> 6- appreciated being notified of the location of the sign earlier and <br /> 7 indicated he would have been willing to cooperate by parking at another <br /> 8 location. <br /> 9 <br /> 10 Councilmember Enrooth suggested the City Council should not give blanket <br /> 11 approval to requests such as the Lions Club request without having all <br /> 12 of the details and specifics associated with the activity. <br /> 13 <br /> 14 Councilmember Marks noted he also has received phone calls from residents <br /> 15 expressing their concerns regarding the Silver Lake Road project. <br /> 16 <br /> 17 Councilmember Marks has observed a relatively small number of bicyclists <br /> 18 observe traffic signs. He requested the Police Department address this <br /> 19 matter. <br /> 20 <br /> 21 Councilmember Wagner attended a breakfast sponsored by the International <br /> 22 Special Olympics Competition 1991 Committee. Accompanying him was Tom <br /> �3 Miller from the Kiwanis Club and Dave Abraham from the School District. <br /> 24 <br /> 25 The purpose of the breakfast was to meet with representatives of other • <br /> 26 countries, representatives of municipalities in Minnesota, School District <br /> �7 groups, and civic organizations who will be participating in this event. <br /> 28 The event will take place in July of 1991 in the Twin City area. <br /> 29 <br /> 30 Councilmember Wagner stated the needs of the Competition are in the areas <br /> 31 of transportation, hosting of families, athletes, and coaches, and publicity. <br /> 32 The Rotary Club has undertaken the responsibility of finding accommodations <br /> 33 for the participants. <br /> 34 <br /> 35 The Special Olympics Committee has assigned various countries to cities. <br /> 36 St. Anthony has been assigned Tunisia and the Ivory Coast . To date, there <br /> 37 are six participants coming from the Ivory Coast .and none from Tunisia. <br /> 38 Councilmember Wagner stated he attemped to have Finland assigned to <br /> 39 St. Anthony, but was not successful . St. Anthony's Sister City is Salo, <br /> 40 Finland. He noted that the School District is developing curriculum about <br /> 41 Special Olympics. <br /> 42 <br /> 43 Mayor Ranallo attended a Ramsey County League meeting at which Tony Bouza <br /> 44 was the guest speaker. Bouza chairs the Charitable Gambling Commission. The <br /> 4r, Mayor cautioned that a decrease of pull tab and charitable gambling profits <br /> -746 ' " is'anticipated" and retip"lents of 'these' prof-i'ts-should not—coritinue-to depend <br /> 47 heavily on these funds. Laws governing these funds relative to municipalities <br /> 48 are to be changed by the Legislature. The Mayor has brought this to the <br /> 49 City Attorney's attention and requested some direction on the potential <br /> 50 impact this legislation may have on the City of St. Anthony. <br /> • <br />
