Regular Council Meeting August 14., 1990 _ page 3 • 1 Northwest Suburban Youth Services Bureau 2 3 Kay Andrews, Director of the Northwest Suburban Youth Services Bureau, 4 came to the meeting to discuss the funding of the Bureau as well as 5 the participation by residents of St. Anthony. 7 Ms. And advised the Council of the services which are provided in 8 the office setting of the Bureau. Among these services are traditional 9 mental health services. She noted that eleven individuals and families 10 from St. Anthony used these mental health services in 1989. it 12 Also, provided is a program of -restitution and counselling in the 13 area of shoplifting. Ms. Andrews noted that there was a relatively 14 small number of youngsters from St. Anthony who participated in this 15 part of the program. 16 17 The Bureau has a Youth Employment Program in place which addresses 18 primarily youths between the ages of 12 and 18. This employment 19 focuses mainly on household chores and a. chore service where the 20 young adults are trained to do specific household tasks. Most of 21 this work is done on behalf of senior citizens and is often subsidized. 22 Ms. Andrews felt this was an effective tool in building self esteem in �3 the participating youth. 24 25 A minor home chore repair program is also in place where youngsters - Y6 are involved in some rather complicated home repair and in which • 27 they work in tandem with volunteers who teach them to do the necessary 28 repair. This was viewed as a three generational program as it involved 29 the youngster, the recipient of the work, and the volunteer. 30 31 Some programs, such as the Babysitting Course offered by the Red Cross, 32 are offered and the youngster receives certification when the course 33 is completed. Also, developing skills in areas of seeking employment, 34 appearance and Job interviewing are available. 35 36 A pilot program in the Noundsview School District is being proposed 37 which would guide youngsters into volunteer opportunities and would 38 serve as a building block to building confidence and taking a role 39 of leadership. 40 41 Ms. Andrews stated that between five and eight hours of staff time is 42 spent by Bureau staff in the St. Anthony schools, mainly the middle 43 school and the high school . There is counselling done on-site and 44 combined efforts are used with children whom the school staff has 45 a special concern. 46 47 Dean Maschka, a Roseville City Councilmember and a member of the Board 48 of Directors of the Youth Services Bureau, distributed copies of graphs' 49 which reflected the Bureau's sources of funding and expenditures. 50
