Regula r Council Meeting - <br /> August 14, 1990 <br /> page 7 <br /> 1 At a previous meeting, Councilmember Wagner had noted one invoice <br /> 2 received from Rieke Carroll Muller Associates did not have a break- <br /> 3 down of charges for personnel hours. It was acknowledged that this <br /> 4 was an oversight and a corrected invoice has been received. <br /> 5 <br /> G Motion by Enrooth, second by Wagner to table payment of Invoice No. <br /> 7 2351 , dated July 10, 1990, to Rieke Carroll Muller Associates in <br /> 8 the amount of $816.47. <br /> 9 — <br /> 10 Motion carried unanimously <br /> 11 <br /> 12 6. REPORTS <br /> 13 <br /> 14 Council Reports <br /> 15 <br /> 16 Councilmember Enrooth noted that the level of activity of the <br /> 17 Hennepin County Groundwater Committee is increasing. Presently <br /> 18 various municipalities are being requested to identify what is <br /> 19 being put into the Mississippi River as well as what is going <br /> 20 into Silver Lake. <br /> 21 <br /> 22 The City Manager suggested that groundwater management will be a <br /> �3 hot topic at the next legislative session. <br /> 24 <br /> �5 Councilmember Marks has observed considerable erosion where ground <br /> 26 has been seeded near the railroad tracks under which pipes were placed. <br /> �7 He felt with another hard rain both the north and south sides of the <br /> 28 tracks will be completely eroded. <br /> 29 <br /> 30 Councilmember Marks has noticed an increase of trash in public places, <br /> 31 especially in areas adjacent to shopping centers. He felt the City <br /> 32 crews do a pretty good job of keeping the parks clean but felt the <br /> 33 problem of trash should be an agenda item for a Council work session. <br /> 34 It was Councilmember Marks ' observation that public awareness regarding <br /> 35 trash had increased with the visit of the Russian dignitaries. <br /> 36 <br /> 37 Councilmember Enrooth felt some of this trash and dumping could be <br /> 38 the result of the increased rates for rubbish removal . He noted they <br /> 39 are very high in Hennepin County. <br /> 40 <br /> 41 Councilmember Marks stated there are fines for littering and suggested <br /> 42 that some of the rubbish removal could be done as a community service <br /> 43 project. <br /> 44 <br /> 45 Councilmember Wagner noted that' the "Adopt .a Highway" project has been <br /> 46 some help in cleaning up our highways. <br /> 47 <br /> 48 Councilmember Enrooth inquired if a lock had been put on the City' s <br /> 49 dumpster yet.
