STAFF REPORT <br /> DATE: February 7, 1994 <br /> TO: Tom Burt, City Manager <br /> FROM: Sarah Bellefuil, Management Assistant <br /> SUBJECT: DRAFT OF OUTSIDE STORAGE AND SALES ORDINANCE <br /> BACKGROUND: <br /> At the December 21, 1993 Planning Commission meeting the Commission discussed the issue <br /> of outside storage and sales and refuse containers at commercial sites. At that time the <br /> Commission directed staff to develop an ordinance addressing these issues. <br /> Following is a draft ordinance for discussion purposes: <br /> Exterior Storage: <br /> 1. All business, storage, service, repair, processing, or merchandising display shall be <br /> conducted wholly within an enclosed building or behind a solid fence not less than <br /> feet high except for off street parking and loading where permitted as an accessory use. <br /> 2. Temporary outside display of merchandise up to days a year can be approved <br /> through a temporary permit issued by the Chief Code Enforcement Officer in business <br /> districts where retail sales are allowed. <br /> 3. The outside display of merchandise is permitted by Special Use permit. When <br /> - considering any such special use permit request, the Planning Commission and City <br /> Council shall consider the impact of the proposed outside_ display on the site, adjacent <br /> properties, and the community as a whole. <br /> Refuse Containers: <br /> 1. All waste materials, refuse or garbage shall be contained in closed containers. The <br /> containers shall be fully screened, so as not to be visible from any public right-of-way <br /> or adjoining property of a different district. <br />
