REPORTS. <br /> 4 A. Planning Commission- September 20. 1994. <br /> 5 1. Ordinance amendment. re: Ground signs (Ordinance 1994-003. 1 st reading), <br /> 6 Planning Commission Chairperson Gondorchin was present representing the Planning <br /> 7 Commission. <br /> 8 Gondorchin reported that the Planning Commission received input from Dr. Ferguson <br /> 9 regarding his concern about larger signs being permitted. However, the Planning <br /> 10 Commission feels the amendment will result in fewer variance requests and establishment <br /> 11 of consistent signage standards. Therefore,they recommended Council to approve the <br /> 12 requested ordinance amendment with the following changes: <br /> 13 a. Section 1400.04, Subd. 11. to read as follows: <br /> Any sign which is freestanding by virtue of being structurally independent of <br /> 10 any structure or object, and is affixed to the ground by means-of a base with no visibility <br /> 16 between the bottom of the sign and the base on which it is attached, and landscaped to <br /> 17 enhance the appearance of the signage. <br /> 18 Councilmember Fleming questioned if the new sign on Silver Lake Road will conform <br /> 19 with the amendment to the ordinance. <br /> 20 City Manager Mornson reported that the proposal for that sign has been submitted and <br /> 21 will conform to this amendment. <br /> 22 Cindy Schulte,Imaginality, Inc., shared a photograph of a proposed sign for a St. <br /> 23 Anthony business that complies with the ordinance amendment. She expressed concern <br /> 24 as to when the amendment would be adopted, so their sign could be put into place before <br /> 25 frost. <br /> 26 Mayor Ranallo explained that there are always 3 readings by Council on an amendment <br /> 27 before it is adopted. This is done to ensure the public ample time to attend Public <br /> 28 Hearings and express their opinions. He stated the amendment would be adopted at the <br /> 29 October 25th Council meeting and suggested to Ms. Schulte,that the base for the sign <br /> 30 could be installed now. <br />
