City Council Regular Meeting Minutes September 27, 1994 Page 4 • 1 Motion by Enrooth, second by Marks to approve first reading of Ordinance 1994-003, 2 relating to signs, amending Sections 1400.04 and 1400.10, as presented with the 3 following changes: 4 1. Section 1400.041 Subd. 11. to read as follows: 5 Any sign which is freestanding by virtue of being structurally independent of any 6 structure or object, and is affixed to the ground by means of a base with no visibility 7 between the bottom of the sign and the base on which it is attached, and landscaped to 8 enhance the appearance of the signage. 9 Motion carried unanimously.. 10 2. Ordinance amendment. re: Fences on corner lots (Ordinance 1994-006. 1 st 11 reading). 12 Commissioner Gondorchin reported that Planning Commissioner Franzese requested the 13 language in Section, Subd. 3, be reviewed by the City Attorney to assure proper structure. 14 He also relayed concerns expressed to the Planning Commission by Dr. Ferguson to 15 assure a six foot fence maintains adequate privacy. He reported that the Planning 16 Commission recommends that the City Council approve the amendment to Ordinance 17 1994-006, fust reading, as presented. 18 Councilmember Marks asked what action would be taken if there were existing fences 19 that did not conform to this ordinance. 20 City Manager Mornson reported that there was a grandfather clause that applied to these 21 pre-existing,non-conforming fences. There would be no action taken. 22 Motion by Marks, second by Wagner,to approve the first reading of Ordinance 1994- 23 006, relating to corner lots, amending Section 1605.01 by adding Subd. 80 and Subd. 82; 24 and relating to fences, amending Section 1320.03, Subd. 3 as presented. 25 Motion carried unanimously.. 26 B. Mayor, 27 Mayor Ranallo reported his attendance at a work session regarding the 50th anniversary of St. 28 Anthony. Tom and Bonnie Brevor will chair the event. Activities will start in January of 1995. 29 On February 11, 1995,the Chamber of Commerce will host an annual city-wide party/dance. 30 They will be working with the schools to plan the events. They are planning to receive donations 31 from service organizations in the area and do not plan to fund the event through the City Budget. 32 C. Council. •
