It was noted that every city will be <br /> 2 effected by the Welfare Reform Bill which President Clinton passed. The effects will start to be <br /> 3 apparent in 1997. <br /> 4 X. UNFINISHED BUSINESS. <br /> 5 A. Resolution 96-064 re: Inventory Control System for Liquor Operations. <br /> 6 Mornson noted a letter received from City Attorney William Soth dated December 16, <br /> 7 1996. Mr. Soth indicates two options are available. The first option would be to reject <br /> 8 the bid from Total Register Systems (TRS) as it does not meet specifications and accept <br /> 9 the bid from Retail Data Systems (RDS). The second option is to reject both bids and <br /> 10 rebid the equipment for only one store. The City could then wait and determine whether <br /> 11 or not it will have a second store, or it could obtain new bids now for a single store, or it <br /> 12 could obtain quotes for a single store if it is believed that the cost for a single store will be <br /> 13 less that $25,000. If the cost is less than$25,000, the City may, without advertising bids <br /> 14 or otherwise complying with the requirements of competitive bidding, obtain at least two <br /> 15 quotes and enter into a contract by direct negotiation. <br /> 16 City Attorney Soth noted the Council could award the contract tonight for one store only <br /> 17 although it was not bid in that manner. The City could also request an alternate bid which <br /> I would include only one store.. <br /> • <br /> 19 Marks noted that the City did need the system. If will provide insight as to how the <br /> 20 business is doing on a regular basis,report the inventory at any given time, provide <br /> 21 figures on expenses, track shrinkage, and provide insights the City would not otherwise <br /> 22 have. <br /> 23 Liquor Operations Manager, Mike Larson,noted the point of sale function of the system <br /> 24 is also very important. He also noted Brian Anderson,Total Register Systems and <br /> 25 Michael Allen, Retail Data Systems were present to answer any questions of the Council. <br /> 26 Faust stated there is a current need.for the system and the City currently has two stores. <br /> 27 The system will be cost saving and a management tool. He felt the assumption that there <br /> 28 would not be two stores could not be made as a decision to that effect has not been made. <br /> 29 He stated he was against tabling the issue or changing the bid. He felt the Council should <br /> 30 proceed. <br /> 31 Marks noted the intention is to keep two stores but questioned the ramifications if the <br /> 32 City is unable to do that. <br /> 33 Enrooth questioned if the City intends to operate two stores after New Market is closed <br /> 14 and CUB Food Stores is opened. • <br />
