f , <br /> City Council Regular Meeting Minutes <br /> December 17, 1997 <br /> Page 4 <br /> 1 Councilmember Enrooth thanked his wife for putting up with things for 20 years and noted it <br /> 2 was not always easy leaving the house at night to attend the variety of functions. He thanked <br /> 3 the Council and stated they have done a lot of good things for the City. <br /> 4 <br /> 5 C. City Manager. <br /> 6 Morrison reported the City has received $20,000 from the Sports Boosters in final payment of <br /> 7 the $60,000 owed for building the storage room in the new City Hall/Community Center. He <br /> 8 noted the Sports Boosters charitable gambling and premise permit licenses are up for renewal <br /> 9 in 1998 and will be discussed at an upcoming work session. <br /> 10 Mornson reported the City has hired a new Police Officer and has a full department back in <br /> 11 force. The new Officer will be introduced to the Council at a meeting early in 1998. <br /> 12 Morrison reported City Staff is in the process of filling two vacancies in the Public Works <br /> 13 Department. 130 applications have been received for these positions. <br /> 14 Morrison reported the City is investigating potential funds via the Metropolitan Council which <br /> 15 can be utilized toward sump pump implementation. <br /> 16 Morrison reported Management Assistant Moore-Sykes recently attended a meeting of the <br /> 17 Minnesota Parks and Recreation Association. Staff is investigating potential grants available <br /> 18 through this Association for park development. <br /> 19 Morrison reported the legislature has compressed the tax rate, which has resulted in the <br /> 20 commercial tax rate being decreased. Staff is investigating the results of this on the tax <br /> 21 increment districts. <br /> 22 Morrison reported the bids for the 1998 Street Improvement Project will be open on <br /> 23 December 18, 1997 at 10:00 A.M. The 33rd Avenue and Silver Lake Bridge Project are also <br /> 24 moving forward. <br /> 25 VIII. PUBLIC HEARINGS - None. <br /> 26 IX. NEW BUSINESS. <br /> 27 A. Resolution 97-054, re: Hazard Mitigation Grant Program. <br /> 28 Morrison noted a letter from WSB noting that the St. Anthony application requests $600,000 <br /> 29 of the $1,300,000 FEMA funds available for the Twin Cities area. The intent of the <br /> 30 application is to assist the City with the possible purchase of the homes identified in the WSB <br /> 31 report. The application is due December 28, 1997. Morrison noted the City also has <br /> 32 $150,000 from the Minnesota Housing Finance Agency and hopes to use these funds together <br /> 33 with the FEMA funds toward the purchase of the homes. <br /> 34 Motion by Enrooth, second by Wagner to approve Resolution 97-054, authorizing execution <br /> 35 of Sub-Grant Agreement. <br />
