1 <br /> Planning Commission Regular Meeting Minutes <br /> December 16, 1997 <br /> Page 3 <br /> 1 Mr. Mathern stated the 30 unit building received unanimous approval by the Roseville <br /> 2 Planning Commission. He stated he will be meeting with the Executive Condominium Group <br /> 3 to discuss the details of the project. <br /> 4 Commissioner Franzese confirmed that the parking lot will be the only portion located in the <br /> 5 City of St. Anthony. She asked if any taxes for the buildings would be allocated to the City <br /> 6 of St. Anthony. <br /> 7 Mr. Mathern stated he believed that the taxes would remain as they currently are. <br /> 8 Commissioner Franzese noted that the parking lot was being purchased from another building <br /> 9 and expressed concern that the Medtronic building would retain enough parking as to. not <br /> 10 diminish.it's value. <br /> 11 Mr. Mathern explained that when the original owner built the building, he felt there was a <br /> 12 need for the additional asphalt. At this point, it has been determined that the parking area is <br /> 13 not necessary. <br /> 14 Commissioner Horst questioned the designation of the building. <br /> 15 Mr. Mathern explained that the building is designated as a 55 year and older senior apartment . <br /> 16 building and there are certain requirements which must be met. The building will not be <br /> 17 subsidized and will include a community room, exercise room, and library. The building is <br /> 18 designed for independent living. <br /> 19 Commissioner Franzese stated it was a pleasure to see a proposal that includes so much green <br /> 20 space and is still economically feasible. <br /> 21 Chair Bergstrom closed the public hearing at 7:16 P.M. <br /> 22 Commissioner Horst asked if it was in the City's legal rights to recommend the rezoning. <br /> 23 Ms. Moore-Sykes stated that the City Attorney has_highly recommended the rezoning to <br /> 24 match the plat in the City of Roseville as the City of St. Anthony's parking ordinance relating <br /> 25 to an R-4 multi-family zoning designation is different from those that pertain to Light <br /> 26 Industrial use. It will also provide that the deeds to both parcels are consistent. <br /> 27 Commissioner Horst stated he believed this was a reasonable request. <br /> 28 Commissioner Makowske noted originally he was concerned that this was spot zoning but felt <br /> 29 comfortable as both sides are residential and this zoning will be consistent with the adjacent <br /> 30 property. <br /> 31 Chair Bergstrom noted this may actually fix a zoning problem. <br />
