Planning Commission Regular Meeting Minutes
December 16, 1997
Page 7
Commissioner Gondorchin stated he was in favor of removal of the pylon sign and
replacement with a monument sign. He did question however, the increase in square footage
of signage.
Commissioner Franzese questioned the square footage of the ground signs for the recent
developments at the Apache Shopping Center.
Ms. Moore-Sykes stated she could not comment on the exact square footage of the ground
signs at Apache. They are somewhat larger than is allowed by the Sign Ordinance but were
included in a Comprehensive Sign Package for the Shopping Center.
Commissioner Horst stated he believed that franchises have a variety of signs available. The
City would really have to stretch the limits of the Ordinance to accommodate the proposed
larger sign. He noted the City had worked hard to stay within the Sign Ordinance guidelines
and stated he was not in favor of granting the variance.
Mr. Sama noted there was a Conoco station locating in the Apache Shopping Center and that
their ground sign would be much larger than allowed by the City's Sign Ordinance.
Commissioner Gondorchin assured Mr. Sarna that the ground sign at the Conoco station
would not be any larger than his sign because of the standards adhered to in the City of St.
Anthony.
Chair Bergstrom noted the proposal would remove an existing pylon sign of 150 square feet
and replace it with a ground sign on the corner of Stinson Boulevard and 37th Avenue N.E.
of 140 square feet. This is actually a slight reduction and would be an improvement because
of the conversion of a pylon sign to a ground sign. The only question then was the size of
the second sign.
Commissioner Horst expressed concern that the granting of the variance would set a
precedent.
Commissioner Gondorchin noted that the most important issue was that there was no undue
hardship demonstrated to•justify the variance.
Mr. Sarna stated the hardship was that the pylon sign was difficult to see due to the stop
lights and the telephone poles.
Commissioner Gondorchin suggested that the pylon sign be removed and that 2 ground signs
be installed which are within the City of St. Anthony's Sign Ordinance guidelines.
Chair Bergstrom noted that in 1993, the City Staff surveyed all the ground signs in the City
and completed an inventory. There were very few signs with more than a 65 square foot
surface. The City then established the 68 square foot maximum.
