In 5 addition,the existing water mains and storm sewer system will be improved. 6 Mr. Hubmer stated that these improvements, in conjunction with the proposed storm water 7 ponding areas, will provide 100-year flood protection to the citizens of St. Anthony. 8 Mr. Hubmer stated the road sections will be replaced to the same width and configuration with 9 only slight changes to the grade to accommodate storm water changes and better drainage. Mr. 10 Hubmer presented depictions of the cross-sections for Wilson Street and Pahl Avenue as well as 11 the alley. 12 Mr. Hubmer stated the estimated total cost for the 1999 street reconstruction program is 13 estimated at$1.2 million. He added funding for the project will come from a variety of sources 14 including City Storm Water Utility Funds, Special Assessments, FEMA flood mitigation grant 15 funds, and the Minnesota Department of Natural Resources. 16 Mayor Ranallo stated the feasibility report and specifications are the first step in the process, 17 followed by a neighborhood meeting to be held on September 30; bid advertisement by 18 November 10;bids received by December 10; approval of resolutions by January 12; public 19 hearings on assessments to be held by February 9; and commencement of construction around 20 the first part of May, after the end of road restrictions. 21 Rodger Ness,2701 Pahl Avenue, requested information from the Councilregarding the area 22 surrounding his home. Mr.Ness stated the alley between Pahl Avenue and St. Anthony 23 Boulevard was repaved only a few years ago and is still in excellent condition and drains well. 24 He expressed his doubt at the necessity of repaving the alley. He added that the current proposed 25 reconstruction will.present major expense to.him as he lives on the corner of Pahl Avenue and 26 Wilson Street with the alley behind, and will therefore be assessed on three sides. Mr.Ness 27 stated the total cost for him will be over$12,000 which is more than 10%of the value of his 28 home. 29 Mr. Hubmer stated the purpose of the alley reconstruction is to make sure that water will drain to 30 holding ponds, and as such the funds for same would come from the DNR. 31 Mr. Ness questioned whether homeowners will pay the total cost of street assessments. Mayor 32 Ranallo stated they will not pay the total cost. Mr. Hubmer confirmed that the city pays 65%of 33 street reconstruction costs, and the homeowner pays 35%.
