. C . City Council Regular Meeting Minutes September 22, 1998 Page 8 1 Cavanaugh asked whether the City has an infill program. Mayor Ranallo asked for 2 clarification. Cavanaugh stated city infill programs handle the demolition-of old houses 3 and construction of new ones. He added there are older homes in disrepair in,the.City on 4 small lots. 5 6 Mr. Mornson stated infill is an HRA issue which is discussed at a public hearing before the 7 Planning Commission. Mayor Ranallo stated the issue had come up several months 8 earlier, but homeowners are usually reluctant to sell. 9 C. Councilmembers. 10 Marks stated he had recently been overseas for 3 weeks, and recommended anyone traveling in 11 Europe to visit Normandy,.France, and the cemeteries where U.S. soldiers are buried. He added 12 it is important to remember the sacrifices of those before us. 13 14 Cavanaugh reported his attendance at the St. Anthony/New Brighton Chemical Health Coalition 15 meeting on September 9. He stated the coalition supports adult and youth focus groups to 16 discuss the issues of drug, alcohol and tobacco use among youths. He added the coalition is in 17 need of moderators for the focus groups and a facilitator training session will be held on October 18 12. Anyone interested in participatingshould contact Cavanaugh. 19 20 Cavanaugh reported on his attendance at the Northwest Family Services Board meeting, whose 21 teen court is also looking for volunteers. He added the teen court is an alternative to the justice 22 system, requiring teens to appear before a jury of other teens. 23 24 Faust reported on his attendance at a meeting of the League of Minnesota Fiscal Policies 25 Committee. Policies adopted for the upcoming legislature include local performance aid and 26 Internet taxation. 27 28 Thuesen reported on his attendance at the Chemical Use Prevention Task Force meeting with 29 Cavanaugh. He encouraged involvement in the task force which covers many areas of chemical 30 use and abuse, and participation and questions are welcome. 31 D. Maw 32 Mayor Ranallo reported on his attendance at the 2nd meeting of the Cable Commission which 33 revisited its goals. He added the commission is looking for volunteers, particularly in St. 34 Anthony, to run cable equipment. 35 E. City Manager. 36 Mr. Momson stated the November work session is currently scheduled for Election Day, 37 November 3. He proposed the work session be held November 4. 38 39 Mr. Mornson stated he is preparing a resolution for the October 13 regular Council meeting 40 calling for a public hearing on November 10 with regard to the Comprehensive Plan. He added 41 Bill Weber, BRW, will be present at the public hearing.
