3 <br /> Community Development Committee meeting of September 8, 1998 Business Item: SW C-2 <br /> METROPOLITAN COUNCIL <br /> Mears Park Centre, 230 East Fifth St.,St.Pant,Minnesota 55101,(612)602-1000 <br /> DATE: August 31, 1998 <br /> . .TO: Chair and Members of Community Development Committee <br /> FROM: Linda Milashius,Principal Reviewer,Office of Local Assistance(602-1541) <br /> SUBJECT: St.Anthony Village Comprehensive Plan Update-Year 2020 Revision <br /> Metropolitan Council Referral File No. 15700-8 <br /> Metropolitan Council District 10 <br /> EXECUTIVE SUMMARY <br /> ISSUES: Should the Metropolitan Council permit St.Anthony Village to put its Year 2020 <br /> Comprehensive Plan into effect,and is the plan consistent with Regional Blueprint objectives? <br /> POLICY IMPLICATIONS: The Council's Regional Growth Strategy identifies St.Anthony Village as <br /> an urban area. In this policy area,the Council supports the efficient use of land with urban services by <br /> increasing density and encouraging growth higher than forecasts where there is regional system capacity <br /> to serve it. <br /> The St.Anthony Village comprehensive plan update conforms with metropolitan system plans and <br /> policies,is consistent with the Regional Blueprint and other adopted plans of the Council,and is <br /> compatible with the plans of adjacent governmental units and school district. <br /> FUNDING IMPLICATIONS: None. <br /> PREVIOUS ACTIONS: The Metropolitan Council initially reviewed the St.Anthony Village <br /> Comprehensive Plan in 1980. The City submitted two minor plan amendments,in 1992 and 1994. Both <br /> received a positive review by the Council. <br /> DISCUSSION: The St.Anthony Village Comprehensive Plan is meets all Metropolitan Land Planning <br /> Act requirements for 1998 plan updates. The plan includes all the system plan elements needed by the <br /> Council to assess impacts on metropolitan services and.Council long-range policy.plans irpluding <br /> transportation,wastewater,parks and airports. The plan is consistent with the Regional Growth Strategy <br /> policy area designation of an urban area. <br /> RECOMMENDATION: <br /> That the Metropolitan Council adopt the attached Review Record with the following recommendations: <br /> 1. That St.Anthony Village may place its 2020 Comprehensive Plan into effect and no plan <br /> modification is required. The plan satisfies the requirements of the Metropolitan Land Planning Act, <br /> which requires a plan update by December 31, 1998. <br />
