f '0 <br /> ATTACHMENT A: REVIEW RECORD <br /> REVIEW OF THE ST ANTHONY VILLAGE COMPREHENSIVE PLAN <br /> BACKGROUND <br /> St.Anthony Village is a first-ring suburb located just east of northeast Minneapolis, straddling the border <br /> of Hennepin and Ramsey Counties(see Figure 1). It is a small,city of 2.35 square miles,with a . <br /> population of 8,362 and 3,839 households. No major highways cross the City,except for Trunk <br /> Highway 36,which cuts across its southeast comer. Like many first-ring suburbs, St.Anthony is going <br /> through a major population shift in terms of age groups. The over-65 population almost doubled during <br /> the past decade. Also,the majority of the housing stock was built in the `50s, `60s and `70s and now is <br /> beginning to need rehabilitation and redevelopment. <br /> AUTHORITY FOR REVIEW <br /> The Metropolitan.Land Use Planning Act as amended,requires local units of government to submit <br /> comprehensive plans and plan amendments to the Council for review(MN. Statute 473.864, Subd.2). <br /> The Act requires the Council to review the plans to determine their conformity with metropolitan system <br /> plans,apparent consistency with other adopted plans of the Council,and compatibility with the plans of <br /> other local jurisdictions in the Metropolitan Area(MN Statute 473.175,Subd. 1). <br /> ANALYSIS <br /> Staff reviewed the plan update for conformity with regional system plans for Aviation,Recreation Open <br /> Space,Transportation and Water Resources Management,for consistency with the Regional Blueprint <br /> and other chapters of the Metropolitan Development Guide,and for compatibility with the plans of <br /> adjacent governmental units and school districts. <br /> Regional Blueprint (Milashius, 1541) <br /> Staff finds that the proposed comprehensive plan update is consistent with the Regional Growth Strategy <br /> and the Regional Blueprint. <br /> St.Anthony is a fully-developed community located entirely inside the MUSA,which means that <br /> regional transportation systems and sewer service are planned and available to serve the entire <br /> community at urban densities. Council policy calls for the efficient use of land with urban services by <br /> increasing density,and encouraging growth higher than forecasts where there is regional system capacity <br /> to serve it. Densities in St.Anthony's single-family neighborhoods currently average 3.2 units per acre, <br /> while its multi-family.densities average 16 units per acre.'Both exceed the Council's benchmark <br /> densities of 2.3-2.9 units per acre and 13-15 units per acre,respectively.
