Other Metropolitan Development Guide Chapters: <br /> Housing (Linda Milashius, 1541) <br /> The plan is consistent with Council Housing policies. The city participates in the Council's Livable <br /> Communities Act Program. The plan addresses the city's LCA goals and programs the community will <br /> use to accomplish their-goals. <br /> Water Resources Management Plan <br /> The city lies within both the Rice Creek and Middle Mississippi River watersheds. The city has prepared <br /> a water resources management plan which Council staff reviewed and commented upon in September of <br /> 1997. Policies in the plan are consistent with the Council's Interim Strategy to Reduce Nonpoint Source <br /> Pollution. The city passed a resolution on July 28, 1998 indicating its intent to adopt an erosion and <br /> sediment control ordinance consistent with the criteria contained in.the Council's Interim Strategy by <br /> January 31, 1999. <br /> Water Supply Plan <br /> The city prepared a Water Supply Plan in 1995 which Council staff reviewed and found acceptable. The <br /> city indicates in its plan that the WSP will accommodate all households and employee projections <br /> through 2020. <br /> Compatibility with Adjacent Jurisdictions <br /> The plan was submitted to Hennepin and Ramsey Counties,Roseville,Minneapolis,Columbia Heights, <br /> New Brighton and School Districts#282 and#621. No comments were received. Staff review revealed <br /> no compatibility issues. <br /> Implementation/CIP <br /> The City's Zoning and Subdivisoin Ordinances are already in place and no text changes will be required <br /> to implement the Comprehensive Plan. The Capital Improvements Plan identifies approximately$1.7 <br /> million in major capital expenditures most of which are for park,transportation and streetscape <br /> improvements. <br /> COMPREHENSIVE PLAN FINDINGS AND CONCLUSIONS <br /> 1. In response to significant population growth projected in the region over the next 25 years,the <br /> Metropolitan Council has'adopted a Regional Growth Strategy as part of the Regional Blueprint. <br /> 2. Under Minnesota Statutes 473.175, Subd. 1,the Metropolitan Council may require a local <br /> governmental unit to modify any comprehensive plan or part thereof which may have a substantial <br /> impact on,or contain a.substantial departure from metropolitan system plans. Substantial impact or <br /> departure in this case may extend beyond an individual plan to include the potential"cumulative <br /> effect"of similar plans by other communities. <br /> 3. The proposed comprehensive plan is consistent with the Regional Growth Strategy policy area <br /> designation for an urban area,and with goals and policies set forth in the Regional Blueprint. <br /> 4. The proposed comprehensive plan has no adverse impacts on,nor represents a departure from the <br /> regional systems plans and policies. The plan is in conformity with the regional system plans for <br /> Aviation,Recreation Open Space,Transportation and Wastewater Treatment and Handling. <br />
