MEETING MINUTES. <br /> 13 6.1 Review and Approval -Planning Commission Minutes of December 14, 2003. <br /> 14 <br /> 15 Motion by Vice Chair Hanson, second by Commissioner Tillman, to approve the Planning <br /> 16 Commission meeting minutes of December 14, 2003 as presented. <br /> 17 <br /> 18 Motion carried unanimously. <br /> 19 <br /> 20 VIII. COMMUNICATION WITH CITY COUNCIL. <br /> 21 7.1 Designate a Planning Commission member to the January 27, 2004 City Council <br /> 22 Meeting. <br /> 23 <br /> 24 Chair Stromgren has indicated that he would be available to attend the next City Council meeting <br /> 25 on January 27, 2004. <br /> 26 <br /> 27 IX. PUBLIC HEARINGS. <br /> 28 8.1 Ali's Mini Mart, Ali Shanna, owner, 3259 Stinson Boulevard—Request for Conditional <br /> 29 Use Permit and a Parking Variance. <br /> 30 <br /> 31 Chair Stromgren opened the Public Hearing at 7:06 p.m. <br /> 32 <br /> 33 City Manager Morrison stated that this is the Public Hearing for two requests concerning Ali's <br /> 34 Mini Mart, located at 3259 Stinson Boulevard. He explained that the petitioner is interested in <br /> 35 adding two new refueling islands with four pumps as well as one steel canopy. He indicated that <br /> 36 Griffin Contracting has filed a conditional use permit and a variance application for the owner of <br /> 37 the Mini Martin December 2003. He noted that a concept review of the plan was held at the <br /> 38 December 16, 2003 Planning Commission meeting. He provided the Commission with an <br /> 39 update and background on the proposed plan stating that the petitioner has filed a variance <br /> 40 application for the parking requirements, as their plans do not show enough parking. He <br /> 41 explained that the City's commercial zoning code requires 10 parking spaces for the site, which <br /> 42 is one space per 300 square feet of gross floor area or 2,960 square feet. He further explained <br /> 43 that the petitioner's plan shows five spots, plus two specifically designated as employee parking <br /> 44 adding that City code does not specify for whom the parking spaces are designated for. He stated <br /> 45 that the parking spaces are located in-the-City's right-af-way,_which is not allowedby code...He <br />
