PLANNING COMMISSION ITEM CJ�`n. thong <br /> ilia e C7 <br /> Report Date: February 17, 2004 <br /> Meeting Date: March 16, 2004 Agenda Section: Public hearing <br /> ITEM DESCRIPTION: Applications for a conditional use permit and <br /> administrative subdivision for a Tires Plus Store for property described as Lot 8, <br /> Block 7, Mounds View Acres Second Addition. <br /> MANAGER'S REVIEW: A public hearing is scheduled for March 16 for a conditional use <br /> permit and an administrative subdivision for a Tires Plus Store on Silver Lake Road on property <br /> adjacent to Twin City Federal. A concept plan for the property was reviewed by the Commission <br /> at their February 17'' meeting. The property is zoned commercial. The proposed use is a <br /> permitted conditional use in a C district. <br /> Background: The applicant is currently located next to the City liquor store on the west side <br /> of Silver Lake Road. The existing building is being purchased and demolished to accommodate <br /> the redevelopment of Apache Plaza. The following is a summary of approvals needed to <br /> accommodate the new Tires Plus facility: <br /> 1) Approval of a conditional use permit <br /> 2) Approval of an administrative subdivision. The applicant is buying 2 lots and 27 feet off <br /> of third lot from TCF, which is their neighbor to the north. Because part of one lot will <br /> stay with Tires Plus and part with TCF, a public hearing is required to approve the <br /> dividing of an existing lot. <br /> The lot is approximately 151' by 235', or approximately 35,485 square feet. Based upon this <br /> submitted size, no variances are required for the Tires Plus Building. <br /> At the request of Commissioner Tillman, I have attached minutes of three previous conditional <br /> use permit issues that are automotive-related. To summarize, some of the conditions that were <br /> placed on previous conditional use permits were as follows: <br /> 1) Submittal of a landscaping plan, dumping enclosure, and sign plans. <br /> 2) Hours of operation <br /> 3) Limits on outdoor storage <br /> v. <br /> Michael Morrison <br /> Ci ty Manager <br />
