GMHC to provide services to the residents. The Housing Resource Center provides homeowners 1 <br />with home improvement financing, construction consultations, information and referrals. There 2 <br />are three programs available to residents the St. Anthony Rehab Incentive Program, the St. 3 <br />Anthony Revolving Loan Program and the Minnesota Housing Loan Programs. Ms. Snyder 4 <br />reviewed each of the programs. Ms. Snyder stated the most requests are for the construction 5 <br />consultation services. Contact information is: Housing Resource Center – North – 2148 44th 6 <br />Avenue North, Minneapolis, 55412. 612-588-3033. 7 <br /> 8 <br />Mayor Faust stated this was a good idea in 2002 and is still a good idea in 2016 and it is good to 9 <br />see that a number of residents are utilizing the services offered. Mayor Faust noted the City 10 <br />currently has a Sustainability Intern, which is a benefit to residents. Mayor Faust suggested there 11 <br />is a benefit to having the Housing Resource Center work with residents as their furnaces are in 12 <br />need of replacement. 13 <br /> 14 <br />Ms. Synder stated she will follow-up with staff. 15 <br /> 16 <br />B. Resolution 16-014 a Resolution Approving Combination Wine/Strong Beer license for 17 <br />Wine and Canvas located at 2900 Pentagon Drive. 18 <br /> 19 <br />City Manager Casey reviewed the current owners are in the process of selling Wine and Canvas 20 <br />located in St. Anthony. The new owner is located in the state of Indiana where they operate 21 <br />multiple Wine and Canvas studios. The license is for the new owner that will be taking over 22 <br />Wine and Canvas. Background checks have been completed on the new business owner and 23 <br />their current Wine and Canvas locations in South Bend, IN, Elkhart, IN, and Ft Wayne, IN. A 24 <br />check was also completed for the existing Wine and Canvas location in St. Anthony. Staff 25 <br />recommends approval of the Wine/Strong Beer License. 26 <br /> 27 <br />Mr. Bachman, applicant, stated he is looking forward to coming to St. Anthony to do business. 28 <br /> 29 <br />Motion by Councilmember Gray, seconded by Councilmember Brever, to approve Resolution 30 <br />16-014 a Resolution approving combination wine/strong beer license for Wine and Canvas 31 <br />located at 2900 Pentagon Drive. 32 <br /> 33 <br />Motion carried 4-0 34 <br /> 35 <br />C. Resolution 16-015 a Resolution for the 2016 Street Improvement Bond Reimbursement 36 <br /> 37 <br />City Manager Casey reviewed bonding regulations provide limited authority to reimburse pre-38 <br />bonding project expenditures. The Reimbursement Resolution provides the City with the full 39 <br />authority to recover any project expenditures made prior to bonding. Staff recommends approval 40 <br />of the resolution to ensure its full rights to reimbursement. 41 <br /> 42 <br />Motion by Councilmember Jenson, seconded by Councilmember Brever, to approve Resolution 43 <br />16-015 a Resolution approving the 2016 Street Improvement Bond Reimbursement. 44 <br /> 45 <br />Motion carried 4-0 46 <br /> 47 <br />VII.
