materials or hydromulched with Type 8 Bonded Fiber Matrix to protect the
seeded areas during establishment. The seeding process shall be a separate
process from any proposed hydromulching operations.

From the lake water elevation extending up the slope approximately one foot
higher than the water elevation and down along the 10:1 bench down to no more
than a 6 inch water depth, native herbaceous plugs will be installed. The native
plugs will consist of two zones. The upper zone will supplement the native seeded
areas and the lower zone will create an emergent plant zone along the shallow
bench, allowing the lake edge area to become vegetated in a timelier manner. This
will be important to control erosion along the lake edge where water levels can
fluctuate and receive wave action. The plants will also help intake pollutants
from the water, such as phosphorous and nitrogen. The planted areas will contain
wildlife fencing to protect the seedlings until they become established. The
fencing will be of an approved type that will not harm or endanger wildlife.

There are some existing trees being removed with the project, and the City will
work with the individual property owners for completing any tree replacements
acceptable to both the city and property owner. A list of acceptable tree
replacements will be provided to the property owners in advance for review and
selection.

As mentioned previously, the native plants will contain a diverse amount of grass
and flower species that have varying flowering times and support a wide range of
animal and insect species. Many companies specializing in native restoration will
have the appropriate seed mixtures available and these can also be customized.
The final plans, construction procedures, and specifications will contain more
detailed information and will be provided to the DNR as part of the general permit
application.

Some potential species for each zone are provided below.

Native Seed Mixture:
Lead Plant * Common Milkweed * Heath Aster * Smooth Aster * Purple Prairie
Clover * Purple Coneflower * False Sunflower * Round Headed Bush Clover *
Prairie Blazing Star * Rough Blazing Star * Cardinal Flower * Wild Mint *
Monkey Flower * Wild Bergamot * Yellow Coneflower * Black-eyed Susan *
Cup Plant * Riddell’s Goldenrod * Stiff Goldenrod * Blue Vervain * Golden
Alexander’s * Big Bluestem * Little Bluestem * Blue Joint Grass * Bottlebrush
Sedge * Fox Sedge * Canada Wild Rye * Prairie Dropseed * Side Oats Grama

Upper Zone Herbaceous Plugs (water line up one foot):
Blue Flag Iris * Spotted Joe Pye Weed * Common Boneset * Swamp Milkweed *
Blue Vervain * Sweet Flag * New England Aster * Golden Alexanders *
Sneezeweed * Fowl Manna Grass * Wool Grass * Fox Sedge * Bottlebrush Sedge

39
