Lower Zone Herbaceous Plugs (water line to 6 inch water depth): <br />Arrowhead * Green Bulrush * Softstem Bulrush <br /> <br />Establishment & Management <br />The City will work with a company specializing in native plant restoration to <br />undertake a 5-year maintenance plan for the native restoration areas to include <br />ongoing mowing and invasive species removals to allow the native plants an <br />appropriate period to become established. Once the 5-year management period is <br />complete, the City may enter into an ongoing maintenance plan that is less <br />aggressive, but will help with the ongoing invasive species control. <br /> <br />Educational information may be provided to the adjacent land owners regarding <br />how they can become integral to the success of the water quality of the lake and <br />support pollinator species. Information on better solutions to lawn maintenance <br />and pest control can be supplied to reduce the amount of pesticides, herbicides, <br />phosphorous, and nitrogen that enter the lake and affect the pollinator plant and <br />animal species. <br /> <br /> Comment 3: <br />As part of DNR permitting for temporary drawdown of a public water, one requirement is <br />to conduct a public hearing (specifics on the hearing notice requirements are provided for <br />in MN Statute 103G.408). <br /> <br /> Response 3: <br />A public meeting was conducted on September 21, 2015 at the City of St. <br />Anthony Village city hall to inform the public of the proposed project. Comments <br />that arose from the public pertaining to the project mainly involved concern for <br />tax increases and tree clearing. A public hearing will be conducted on May 24, <br />2016 and a hearing notice will be provided per MN Statute 103G.408.d. <br /> <br />Comment 4: <br />Since excavation into the bed of the pond is planned for this project, it is important to <br />show that the proposed excavation will not rupture the impervious stratum below the <br />pond. What soil borings will be completed to evaluate bottom “seal” conditions of the <br />stormwater pond and whether excavation will impact this “seal”? <br /> <br /> Response 4: <br />Borings are planned to be taken in Mirror Lake this winter (2016) to ensure that <br />the bottom seal of the lake is not going to be impacted by excavation operations. <br />Many excavation projects have been conducted in the St. Anthony Village area <br />and have consistently encountered clay; therefore, we do not anticipate that the <br />excavation from this project will rupture the “seal” of Mirror Lake. <br /> <br />40
