Response 3: <br />Thank you for your comment. Mirror Lake is anticipated to be drawn down before <br />September 15, 2016. The City of St. Anthony Village plans to actively coordinate <br />with RCWD throughout the project to ensure that the goals of both projects are <br />being met. <br /> <br />3. Minnesota Department of Transportation: <br /> <br />Comment 1: <br />MnDOT has reviewed the EAW for the proposed Mirror Lake improvements in the City <br />of Saint Anthony and has no comments at this time. Metropolitan Council <br /> <br />Comment 1: <br />The document does not indicate where disposal of the excavated sediment or additional <br />dewatering (if necessary) will occur. <br /> <br />Response 1: <br />The water in Mirror Lake will be drawn down in September 2016, prior to any <br />construction, by allowing the water to drain out of the existing outlet structure <br />located on the west bank of the lake. Any remaining water within the lake will be <br />moved aside when frozen in the winter. The estimated volume of frozen water <br />remaining within the lake is approximately 0.50 acre-feet and it is not anticipated <br />that additional dewatering will be necessary. If there is excess return water from <br />dredging, then the contractor will dewater to the existing outlet structure ensuring <br />that BMPs are in place upstream and downstream of the pumping. The contractor <br />will acquire a water appropriation permit from the DNR prior to construction. <br />Excavated material will be hauled offsite and will be the property of the <br />contractor. The soils were tested by Braun Intertec and were determined to have a <br />Dredge Management Level (DML) of DML-1, which corresponds to <br />concentrations below the MPCA residential Soil Reference Values and indicates <br />42
