Mark, <br />As a long time resident of St. Anthony I am very concerned about a mosque near my <br />residence. I have several questions and some comments regarding the PUD for the <br />mosque. It is well known that mosques have generated traffic, parking and noise <br />problems in cities where they are located and caused much controversy. <br />1. Will an amplified call to prayer be allowed four times a day? Has the PUD <br />investigated noise to the neighbors and how this may affect them, their families <br />and their rights? Will the city monitor the noise levels? <br />2. Will the city require traffic police during busy times? <br />3. Will parking be confined to the existing lot? Will street parking for mosque <br />attendees in the residential areas be permitted? What will the city do for home <br />owners if street parking becomes a problem? <br />4. Will the current semi trailers and trucks using the mosque parking lot be allowed <br />to remain and displace the mosque parkers to the neighboring residential streets? <br />Comments: <br />I suggest the following items be required to be studied as part of the PUD. <br />• Close the two entrances to the parking lot off Old #8 and request a new entrance <br />off Hwy 88 thereby reducing the congestion for residences who use Old #8. <br />• Resident only restricted parking on nearby streets should also be evaluated. <br />• The city should require binding conditions of approval and any PUD requirements <br />be registered on the deed. <br />At the December 23d City Council meeting, I heard much discussion about the rights of <br />the group but no mention of protection of rights of existing property owners in the area. <br />Moving forward, I hope the City can focus on the concerns of the residences in the area. <br />Thanks, <br />Steve Goemer P.E. <br />3424 -31 st Ave NE <br />St. Anthony, MN <br />
