The applicant's request for a <br />variance from the side yard setback to allow for the construction the garage addition is <br />reasonable, per the findings listed in City Code. Upon variance criteria review, it was determined <br />all criterion were met. The Planning Commission met on January 25, 2016, held a public hearing <br />and recommended approval. <br />7 Councilmember Stille asked if the garage addition is part of an overall house remodel and Mr. <br />8 Gondorchin stated it is. Councilmember Stille asked if there are two points of access to the alley. <br />9 Mr. Gondorchin stated the applicant looked at putting the garage in the back of the property but <br />10 determined that was not feasible. <br />11 <br />12 Mike from Swedo Properties & Design, stated the garage would be accessible from the front. An <br />13 addition would be constructed off the back of the home and be attached to the garage. A <br />14 bedroom, master bath, living room and mudroom would be added to the home. <br />15 <br />16 Motion by Councilmember Gray, seconded by Councilmember Brever, to approve Resolution <br />17 No. 16 -018; a Resolution approving a variance from the required yard setback in order to <br />18 construct a larger garage at the property located at 2841 Coolidge Street. <br />19 <br />20 Motion carried 4 -0 <br />21 <br />22 VI. GENERAL BUSINESS OF COUNCIL <br />23 <br />24 A. Resolution 16 -019 a Resolution Calling for a Hearing for the 2016 Street and Utility <br />25 Improvements. <br />26 <br />27 City Engineer Todd Hubmer reviewed this resolution sets a public hearing to be held on March <br />28 8, 2016 at 7:00 p.m. On January 27, 2016, bids for the 2016 Street and Utility Improvement <br />29 Project were opened. The low bid received for the project was $2,060,276.95, this total does not <br />30 include separate quotes received for railroad crossing and street lighting improvements of <br />31 approximately $154,000, for a total construction cost of approximately $2,215,000. The total <br />32 cost of the improvement as presented to Council when seeking approval of plans, which includes <br />33 engineering, legal, and administrative fees was $2,700,000. The St. Anthony Village portion of <br />34 this project is anticipated to be approximately $1,465,000. This is a cooperative project with the <br />35 City of Columbia Heights. <br />36 <br />37 Councilmember Stille asked for confirmation that Columbia Heights needs to approve their <br />38 aspect of this project. Mr. Hubmer stated that is true. <br />39 <br />40 Motion by Councilmember Brever, seconded by Councilmember Grano approve Resolution <br />41 16 -019: a Resolution Calling for Hearing for the 2016 Street and Utility Improvements <br />42 <br />43 Motion carried 4 -0 <br />44 <br />45 B.
