-2- <br /> The <br /> 2- <br /> The Council approved by voice consent to amending the Werner Transfer Water <br /> Contract to a minumim of five years. <br /> DeWayne Olson, Village Engineer, reported on his inspection of the Central <br /> Park Wading Pool . He stated that there was no apparent leakage from the curing <br /> cracks and suggested that a five (5) year warranty bond be filed in favor of <br /> the Village to guarantee the construation. After discussion, Councilman Dough- <br /> erty moved and seconded by Councilman Bailey that the final bill of Northern <br /> Contracting Company be approved for payment subject to the posting of a 5 <br /> year construction warranty bond. <br /> Motion Carried. <br /> The Village Attorney reviewed the division procedure as affecting the collect- <br /> ion of special assessments relative to the Diamond U' Apartment complex. <br /> The Village Manager was directed to draft an Ordinance prohibiting the issuance <br /> of building permits for divisions of property by metes & bounds or divisions <br /> of platted lots for the July 25 meeting. <br /> A petition was received from residents at 3412 - 16 - 20 Croft Drive regarding <br /> drainage at the rear of their property. The Council directed the Village <br /> Manager to inform the petitioners that a petition for a storm sewer improvement <br /> • would have to be submitted that included all the property owners in the drain- <br /> age area. <br /> The Village engineer reported the following costs for the Silver Lane Street <br /> improvement: 44, - $70,460 <br /> 32 ' - A reduction of $7085.00 <br /> A concrete improvement would result in a reduction of $20,723.00 for the 32' <br /> width or a total project of $66, 122.00 half of which would be borne by <br /> St. Anthony. Del-layne Olson reported that New Brighton felt the need of a <br /> 44' width to connect to Foss RoaJ4. He recommended that bids be taken this <br /> fall for early 1968 construction. The Village Manager was directed to arrange <br /> a meeting with the New Brighton Manager and engineer to discuss the Silver <br /> Lane improvement. Mr. Bill Kieffer, 4009 Macalaster Drive asked the Village <br /> engineer why there was such a difference in the $9.60 per front foot charge <br /> for Macalaster Drive south of 39th Avenue N.E. and the proposed costs for <br /> Silver Lane. Mr. Olson stated that the Macalaster project was of 7 ton <br /> design. He further stated that he felt a 44' roadway was warranted. <br /> Mr. Lowell Thompson and George Erickson were present and reviewed the minutes <br /> of the Park Board meeting of July 6, 1967. <br /> A summary of bids opened at 12:00 o'clock noon, July 11, 1967 is as follows: <br /> BIDS FOR PARK DEVELOPMENT <br /> • 1 .
