c The Council was informed by Mr. Solie that copies of certificates of insurance would be supplied to the Village verifying liability insurance coverage for the event. Louis Howitz, Chairman Planning Board, reviewed the Board's minutes of August • 15, 1967. Councilman Dougherty introduced Resolution No. 67-039 and moved that it be adopt- ed. RESOLUTION N0, 67-039 RESOLUTION DECLARING COST TO BE ASSESSED AND ORDERING PREPARATION OF ASSESSMENT ROLL, The Resolution was duly seconded by Councilman Bailey. Voting on the resolution: Aye: O'Connor, Dougherty, Bailey, Emond Nay: None Absent not voting: Springer Resolution declared adopted. Councilman Dougherty introduced Resolution No. 67-040 and moved that it be adopt- ed. RESOLUTION NO. 67-040 RESOLUTION ORDERING HEARING ON ASSESSMENTS FOR STREET IMPROVEMENT AND WATER, ,SEWER AND STORM SEWER IMPROVEMENT 1966-1. The Resolution was duly seconded by Councilman Bailey. Voting on the resolution: Ayes O'Connor, Dougherty, Bailey, Emond Nays None Absent not voting: Springer Resolution declared adopted. Various letters were received and ordered filed. After discussion of the 2nd q uarter report of--the Municipal Liquor Stores, Councilman Dougherty asked for a breakdown of on-sale salary expense and he was informed that he would be provided with one for the September 12th meeting. The Council directed that a letter be sent to the Suburban Hennepin County Relief Board requesting that banks participating in the Federal Food Stamp Plan be loc- ated in areas reasonably convenient to those using the program. Richard Fudali, esquire, appeared before the Council regarding the Diamond Eight Apartment Sign. After considerable discussion the Village Manager was directed to examine the files to determine whether a permit had been issued for the sign prior to the adoption of the Sign Ordinance. Mrs. Edward W. Julkowski appeared regarding the construction of a fence on Village property adjacent to the storm sewer holding pond in the Village of New Brighton. After discussion, the Council informed Mrs. Julkowski that the Village wished to keep the property free of fencing. The Village Manager was directed to tike the necessary steps to have a private fence removed from Village property on the north side of the holding pond. A request for waiver of late payment fee at 3000 Croft Drive was denied. Informal bids for the installation of a conversion gas burner for Ligyor Store #1 were reviewed and voice approval given to the low bid of the Minneapolis gas Company at a bid price of #395.00. Mr. Ohlin, Baskin-Robbins, appeared regarding the previous denial of a canopy sign. After considerable discussion, Mayor O'Connor moved and seconded by Coun- cilman Dougherty that the request for a canopy sign be approved conditioned upon the ei4m4nntinn of the flasher provision of the o. posed sign.
