Al THONY <br /> COUNCIL MEETING <br /> September 10, 1963 <br /> The regular meeting of the Village Council was called to order by the Mayor at <br /> 7:00 p.m. <br /> Present: O 'Connor, Dougherty, Crouse. <br /> Absent : Emond, Springer. <br /> Also Present: John Printon, Village Manager. <br /> The Mayor called for the opening of bids as advertised for the sale of $960,000 <br /> Improvement Bonds. The bids as opened by Mr. Osman Springsted are as follows : <br /> Juran and Moody, $499,704.50 - Net Rate 4.33741%. <br /> Northwestern National Bank, Minneapolis, $500,370.00 - Net Rate 4.84385%. <br /> 1st National Dank, St. Paul , $497,515.00 - Net Rate 4.31621%. <br /> Piper, Jaffray v Hopwood, $490,482.30 - Net Rate 4.74481%. <br /> Mr. Springsted confirmed the net interest rate of Piper, Jaffray & Hopwood at <br /> 4.74481% and recommended its acceptance. After discussion, Councilman Crouse in- <br /> troduced the following Resolution and moved its adoption: <br /> RESOLUTION N0. 68-045A <br /> RESOLUTION DIRECTING THE ISSUANCE OF <br /> $960,000 IMPROVEMENT BONDS, CREATING <br /> ACCOUNTS THEREFORE AND PROVIDING FOR <br /> AMD APPROPRIATING SPECIAL ASSESSMENTS <br /> AND AD VALOREM TAXES FOR THE PAYMENT <br /> THEREOF <br /> Voting on the motion. <br /> Aye: O'Connor, Dougherty, Crouse. <br /> Nay: None. <br /> Absent not voting: Emond, Springer. <br /> Motion carried. <br /> Councilman Emond and Councilman Springer joined the meeting at 7:15 p.m. <br /> The preliminary 1969 Police Department Budget was reviewed with Chief Brown. <br /> Mr. Haik, Village Attorney, joined the meeting at 8:00 p.m. <br /> Councilman Dougherty moved and seconded by Councilman Emond that the minutes of <br /> the meeting of August 27, 1968 be approved as submitted. <br /> Motion carried. <br /> Mr. Ken Solie presented the Park Board Minutes of September 3, 1968. <br /> The Village Manager was authorized to proceed with the construction of the second <br /> hockey rink. <br /> Councilman Dougherty introduced Resolution No. 68-046 and moved its adoption. <br />
