VILLAGE OF ST. ANTHOW <br /> COUNCIL MEETING <br /> October 1, 1968 <br /> A special meeting of the Village Council was called to order by the Mayor at 8000 <br /> o'clock p.m. <br /> Present : O'Connor, Dougherty, Crouse. <br /> Absents Springer, Emond. <br /> Also Presents Raymond Haik, Village Attorney <br /> John Pri nton, Village Manager. <br /> The Mayor announced that the Public Hearing on 1968 Improvements was now open. The <br /> 33rd Avenue Improvement was first considered.Mrs. Paquay asked what the assessment wa. <br /> on a 1/3 side assessment. She was informed that the assessment was $2.57 per front <br /> foot. <br /> The Mayor explained the total cost of the projecti and the method of assessment. A <br /> resident at 3300 Belden Drive inquired as to whether the costs were divided equally. <br /> It was explained that the front of the property was. detePmined as the platted front, <br /> and those properties fronting on 33rd were assessed on ilio total front footage; <br /> those properties whose side abuts the improvement were assd%sed t a 1/3 rate; and <br /> those properties assessed as adjacent to the arterial street, 3jr4 Avenue, were <br /> also assessed at a 1/3 rate. Mr. Vince Ella requested that his assessment be <br /> verified as to assessment method before the roll is certified to the County Auditor. <br /> The Council directed that all corner properties on 33rd Avenue N. E. be reviowed <br /> • for correctness before submitting the roll. Mr. Reicho, 3301 Belden Drive asked <br /> that his property also be reviewed. He was assured that his property would be <br /> included in the review. There being no further questions the Mayor declared this <br /> portion of the assessment hearing closed. <br /> The Stinson Blvd. Street Improvement was next considered. Mrs. Lloyd Sauter, re- <br /> presenting the Apache Corporation, requested the assessment totals for the Apache <br /> tracts and these were furnished by the Village Attorney. Mr. Ssianel 1 representing <br /> the Soo Line Railroad presented objections to the improvement. He stated that <br /> the Railroad received no benefits from the street improvement. He felt that State <br /> Aid Funds should be used to pay for the improvement and he was informed that Stinson <br /> Blvd. was not designated as a Village State Aid Street. A copy of a written ob- <br /> jection to the improvement was presented by Mr. Swa nell to the Council. There <br /> being no further objection, the Mayor declared this portion of the hearing closed. <br /> The Kenzie Terrace improvement was next considered. The Mayor explained the costs <br /> of the improvement as shared with Hennepin County. Mrs. Kenzie inquired as to the <br /> assessments against the Kenzie property and the method of assessment was reviewed <br /> by the Village Manager. Mr. Mike Flanagan representing Sweden House, requested the <br /> assessment proceedure used in preparing the assessment roll. He was informed that <br /> all abutting property was assessed on a square foot basis. There being no further <br /> questions, the Mayor declared this portion of the hearing closed. <br /> The St. Anthony Blvd. improvement was next considered. Mr. John Di.munation, 2509 <br /> St. Anthony Blvd. asked the per front foot assessment for the improvement. He <br /> was told that the assessment was $0.46 per front foot. Mr. Robert L. Evans re- <br /> quested the amount of assessment placed against 2500 St. Anthony Blvd. The assess- <br /> ment was given by the Mayor. <br />
