v' -3- Motion by Mayor O'Connor and seconded by Councilman Emond that the properly verified claims be approved. Motion carried. Motion by Councilman Emond and seconded by Councilman Crouse that the engineers certificate in the amount of $23,995.58 in favor of Dunkley Surfacing Company for partial payment of improvement 1968-3 be approved. Motion carried. The Council discussed at length an actuarial study setting up the necessary funds for a retirement program for the St. Anthony Fire Department. Representatives of the Fire Department present expressed a desire for the Council to set up such a program with a 2 mill levy to finance the cost. Opinions were expressed by Council members as to whether the philosophy of a Volunteer Group should be to have adequate life and disability insurance program as opposed to a retirement program. Some Council members felt that they had not been given adequate time to fully consider the various alternatives. Members of the Fire Department stated that they felt the Village was financially able to consider such a pension plan as outlined in the study made by the Wirt Wilson Company. Mayor O'Connor stated that the Council would have a decision on the matter by December 31 , 1968. The 1969 Budget proposal was reviewed for final approval . After considerable discussion, Mayor O'Connor introduced Resolution No. 68-051 and moved its adop- tion. • RESOLUTION NO. 68-051 A RESOLUTION APPROVING THE 1969 BUDGET The Resolution was duly seconded by Councilman Emond. Voting on the Resolution; Aye: O'Connor, Dougherty, Crouse, Emond. Nay: None. Absent not voting: Springer. Resolution declared adopted.
