• -3- <br /> The ruling also should give impetus to legislative efforts to enact more effective <br /> restrictions on billboards and junkyards along highways, and especially to thwart <br /> the lobbyists who contend the state or federal government should compensate owners <br /> whose signs are outlavred. A three-year amortization period usually more than <br /> covers the useful life of a sign. <br /> The Village Manager was directed to make a count of existing pylon signs in the <br /> Ville. <br /> 'Councilman Springer moved and seconded by Councilman Emond that the request to <br /> erect a 10' X 20' greenhouse at 3113 Croft Drive be tabled until a plot layout is <br /> submitted. <br /> Motion carried. <br /> Motion by Councilman Springer and seconded by Councilman Dougherty that final <br /> approval of the Huebner plat be tabled pending a review of necessary easements by <br /> the Village engineer. <br /> Motion carried. <br /> The Council took no further action on its position not to establish an O.E.O. <br /> agency in the Village or to designate such authority to the Ramsey County Community <br /> Action Committee. <br /> • The Village Manager was directed to install additional "no parking" signs on 33rd <br /> Avenue N. E. in front of the High School and also on Edwards Street approximately <br /> 150' north of 33rd Avenue N. E. <br /> The Village Manager was directed to submit change order #7, Ramsey County Ditch #2 <br /> to the Village engineer for recommendation to the Council as to its necessity in <br /> the construction of Ditch #2. <br /> The September Police report was received and ordered filed. <br /> The Council was informed of the results of the poli to change St. Anthony Blvd. to <br /> St. Anthony Pkwy. The poll results indicated a 5 to 1 plurality in favor of main- <br /> taining the name St. Anthony Blvd. The Village Manager was directed to inform <br /> the Minneapolis Park Board of the Council 's decision not to change the street <br /> designation of Blvd. to Pkwy. of St. Anthony Blvd. as requested by the Minneapolis <br /> Park Board engineer. Councilman Emond moved and seconded by Councilman Crouse <br /> that St. Anthony Blvd. not be changed to St. Anthony Parkway. <br /> Motion carried. <br /> Motion by Councilman Crouse and seconded, by Mayor O'Connor that the request of the <br /> Minneapolis Star to place a paper sales box at 27th Avenue N. E. and Kenzie Terrace <br /> be denied. <br /> • Motion carried. <br /> Motion by Councilman Emond and seconded by Councilman Crouse that the following <br /> certificates of the engineer be approved: <br />
