VILLAGE OF ST, ANTHONY <br /> COUNCIL MINUTES <br /> November 12, 1968 <br /> The meeting was called to order by the Mayor at 8:00 o'clock P.M. <br /> The following were present: O'Connor, Springer, Emond. <br /> Absent: Crouse, Dougherty. <br /> Also present: Village Attorney, Raymond Haik <br /> Village Manager, John Printon <br /> Motion by Councilman Springer and seconded by Councilman Emond that the minutes <br /> of the meeting of October 22, 1968 be approved as submitted. <br /> Motion carried. <br /> Motion by Councilman Emond and seconded by Mayor O'Connor that the minutes of the <br /> special meeting of November 5, 1968 be approved as submitted. <br /> Motion carried. <br /> Dr. Eldon Berglund and several members of the Human Relations Committee were <br /> present and presented the following sub-committee reports : Dr. Berglund stated <br /> that all complaints are forwarded to the State office as it is felt that most <br /> of the smaller communities are not equipped to handle complaints. He stated <br /> • that the State Human Rights Commission has no legal authority, but that indivi- <br /> duals would be in contempt of court if proven guilty of a charge of discrimination. <br /> The Council was informed that the committee had attended a sensitivity meeting <br /> and found it very beneficial. Dr. Berglund felt that it would be beneficial to <br /> have Mr. Lonnie Morgan hold an educational program meeting in the Village. He <br /> felt that the State should handle employment and housing discrimination complaints. <br /> Dr. Berglund stated he felt the prime consideration should be the roll of the <br /> local committee. Dr. Berglund introduced the Committee members present. Mr. <br /> Connors sub-committee chairman, stated that he felt the function of the complaint <br /> committee was to become educated. A memorandum of agreement is needed to be drawn <br /> that is acceptable to the Council and the State., Mr. Likke n, education committee <br /> sub-committee, chairman, stated that it was necessary to organize a list of <br /> qualified speakers if the committee was to be functional . Local and regional <br /> libraries were contacted and found to have adequate minority literature. A member <br /> of the Richfield Commission was a guest at the last sub-committee meeting on <br /> education. Mrs. Wilk, information sub-committee chairman, feels that he committee <br /> needs to be informed and make use of Village groups or organizations. The group <br /> will set up various files for speakers and other guides. She stated that local <br /> newspapers would be used as information organs. Mayor O'Connor stated that he <br /> felt complaints should be handled on the local level. Dr. Berglund felt that <br /> enforcement is difficult on a local level. There is some disagreement on this <br /> point within the State he noted. Councilman Emond felt that the local committee <br /> should attempt to arbitrate the problem before going to the State. Councilman <br /> Springer felt that complaints should only be handled on an informational basis <br /> by the Council and not acted upon. Mayor O'Connor stated that he felt the Council <br /> should act on all complaints, Councilman Springer stated that he felt that com- <br /> plaints should be handled at a special meeting and not at regular meetings. <br /> November 20th was set as the date for meeting with the State Department of Human <br /> Rights regarding a memorandum of agreement. <br />
