r <br /> VILLAGE OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> • December 23, 1968 <br /> The meeting was called to order by the Mayor at 8:00 o'clock P. M. <br /> The following were present at roll call : O'Connor, Dougherty, Springer, Crouse, <br /> Emond. <br /> Absent : None. <br /> Also Present: Village attorney, Raymond Haik <br /> Village manager, John Printon <br /> It was noted on page 4 paragraph 3 minutes December 10, 1968 the words "not to <br /> exceed 60 days" should be added to the motion. <br /> Motion by Councilman Dougherty and seconded by Councilman Springer that the minutes <br /> of December 10, 1968 be approved as amended. <br /> Motion carried. <br /> Motion by Councilman Dougherty and seconded by Councilman Crouse that the minutes <br /> of the special meeting of December 23, 1968 be approved. <br /> Motion carried. <br /> Mr. Louis Howitz, Planning Board Chairman, presented the minutes of the Board's <br /> meeting of December 17, 1968. Mr. Howitz explained the Planning Boards position <br /> relative to the rezoning of Lowry Avenue and portions of Kenzie Terrace. He stated <br /> that it was the Planning Board's recommendation that easements for RA-1 be obtained <br /> for Lowry Avenue. Mayor O' Connor stated that Alderman Anderson, 1st Ward, had <br /> requested a meeting with the Village concerning the zoning of Lowry Avenue Property. <br /> Mr. Howitz stated that it was his feeling that the whole property be developed <br /> at one time instead of piece meal if the intent of the planners is to be carried out. <br /> Motion by Councilman Crouse and seconded by Councilman Dougherty that action on the <br /> rezoning of Lowry Avenue be tabled and that the Mayor appoint a committee to meet <br /> with Minneapolis officials. <br /> Motion carried. <br /> The Mayor appointed Mr. Howitz, Councilman Dougherty and the Village Manager to <br /> meet with him and Minneapolis representatives on the matter. <br /> Motion by Councilman Crouse and seconded by Councilman Emond that the requirements <br /> of Ordinance #62 be waived and that a property division, without platting, be <br /> allowed for that part of lot 2 lying W. of E. 125' thereof and that part of lot <br /> 3 lying N. of S. 92 ' thereof and W. of E. 125' thereof -- Gardena Acres, subject <br /> to utility easements and also subject to the compliance of the location of the <br /> residence to the north, with minimum side property requirements. <br /> Voting on the motion. <br /> Aye: O'Connor, Springer, Emond, Crouse. <br /> Nay: Dougherty. <br /> Motion carried. — <br />
