-5- <br /> Councilman Levandowski noted that it was difficult to evaluate the terms and <br /> conditions of the lengthy document that was distributed on such short notice and <br /> that there ought not to be additions to the agenda following its preparation. <br /> A short recess was declared. Following the recess, it was moved by Councilman <br /> Crouse, seconded by Councilman Levandowski to adopt Resolution 69-029. <br /> RESOLUTION 69-029 <br /> A RESOLUTION APPROVING A MUTUAL AID <br /> FIRE AGREEMENT WITH THE CITY OF MINNEAPOLIS. <br /> Motion carried. <br /> Councilman Crouse brought up the matter as to what action, if any, had been <br /> taken to remove the No Parking signs or to cover the No Parking signs that are <br /> located on the east side of Coolidge Street in the St. Anthony Village Shopping <br /> Center area. Councilman Crouse was extremely critical of the fact that the <br /> Council has previously directed such action and that it could not be observed that <br /> the employees of the Village were proceeding promptly to carry out the directions <br /> of the Council , much less submit a report as to what, if anything, was being done. <br /> Councilman Emond noted that he had made the original proposal in order to provide <br /> a 30-day trial period to determine the impact of removing the prohibition on <br /> parking. Following discussion, it was moved by Councilman Crouse, seconded by <br /> Councilman Dougherty, to extend the test period to allow parking on the east side <br /> • of Coolidge Street for a period of 30 days. <br /> Motion carried. <br /> The Manager was directed to submit a report to the Council as to the results of <br /> the testing period. <br /> Councilman Levandowski stated that he had made inquiries with the publisher of <br /> the legal newspaper for the Village and that it was his belief that publication of <br /> the entire minutes of Council Meetings in the legal newspaper of the Village <br /> would be a worthwhile expenditure, even though it appeared that it would on <br /> occasion involve substantial expenditures. After discussion, the Manager was <br /> requested to prepare a report to be submitted at the next Council Meeting as to <br /> the method and cost of regularly publishing the text of the minutes of the Council <br /> Meetings. <br /> Councilman Crouse reviewed with the Council the proposed questionnaire to be sub- <br /> mitted to all residents of the Village by the St. Anthony Village Jaycees. He <br /> noted his observation that it was difficult to respond to the questionnaire in <br /> its original form because of the failure to state any quantitative basis for <br /> evaluating the position that might be taken. <br /> The Council discussed the estimate prepared by the Public Works Department at <br /> the request of the Mayor for undertaking the work on Silver Lake Court that would <br /> complete the construction of the cul-de-sac previously authorized by the Council. <br /> • Councilman Crouse was extremely critical of the Village Maintenance Department <br /> undertaking to do work which in his judgment would result in extending favors to <br /> a few select residents of the Village and that if the Village Maintenance Depart- <br /> ment did not have a sufficient amount of work to do, it might be possible to re- <br /> duce the size of the Village labor force. It was noted that the proposal as <br /> prepared by the Public Works Department did not give the quantities of pipe and <br />
