He was informed that the section map would be checked <br /> to verify the assessment and the assessment corrected if found to be in error. <br /> Gerry Villella complained of the grade approach from his driveway to Fordham Drive. <br /> The engineer was instructed to inspect the driveway. <br /> Mr. Robert Mesenbring, 4000 Fordham Drive, complained of water standing on the <br /> paved surface. The engineer was instructed to inspect this area also. <br /> Mr. Kenneth Lee presented written objection and oral objection to an assessment <br /> on his property on 39th Avenue N.E. and Silver Lake Road. Mr. Lee was informed <br /> that an error had been made in calculating his property as fronting on 39th Ave- <br /> nue N.E. and would be corrected to show a 1/3 assessment on 39th Avenue N.E. The <br /> hearing on street improvements in Ramsey County was declared closed. <br /> �a.w. <br /> Mr. Dick Gay, Buetow & Associates asked the Council to consider assessa ng ,the <br /> St. Anthony Office Park fmprovements on a square foot basis rather than`aa .per lot <br /> basis. After discussion, the Council directed the assessment be compute ,-,on a <br /> square foot basis. This portion of the hearing on sewer and water and �treets was <br /> declared closed. <br /> The matter of Improvement 1968-4 Storm Sewer was next discussed. A 'written:ob- <br /> jection was received from the Soo Line Railroad. <br /> • After discussion with the Village Attorney and the Village Engineer, the Council <br /> took no action to amend the assessment against the Soo Line Railroad for the <br /> improvement. <br /> Mr. Robert Mesenbring stated that he had lost two feet in the depth of his <br /> property when the road was aligned and should not be charged to the center of the <br /> road. Mayor O'Connor explained the assessment did not charge the road RIW to the <br /> property owners and the alignment did not have any bearing on his assessment. <br /> Mr. Mesenbring also questioned the square footage charged to him. He was assured <br /> that the records would be rechecked to verify the assessment. Mr. Charles Herman, <br /> John Durand, and Mr. Ben Mandery also questioned the square footage charged to <br /> their property. The assessment clerk was instructed to verify the areas as assess- <br /> ed. <br /> Mrs. Chester Nelson questioned the design of the storm sewer that formerly bi - <br /> sected her property. The hearing on 1968-4 Storm Sewer Improvement was declared <br /> closed. <br /> Improvement 1969-1 was discussed. The Council reiterated their former decision <br /> to calculate the improvement costs of the St. Anthony Office Park on a square <br /> foot basis. The assessment against the Salvation Army property remained on a <br /> lump sum basis, due to the lack of any development plan of the property into <br /> lots or parcels. This portion of the hearing was closed. <br /> Improvement 1969-2 Sewer and Water Services to industrial lots not now served and <br /> a part of the street improvement was next opened to discussion. The assessment <br /> procedure was reviewed and there being no objections, the hearing was closed. <br />
