-3- <br /> Motion by Councilman Crouse and seconded by Councilman Emond to grant permission to <br /> Northwestern Bell Telephone Company to place buried cable on Fordham Drive as <br /> requested. <br /> • Motion carried. <br /> Motion by Councilman Crouse and seconded by Councilman Levandowski to table action <br /> on the Apache Police Agreement until the next meeting so that the Village Attorney <br /> can redraft it making the changes suggested by the Council. <br /> Motion carried. <br /> Mayor Miedtke declared a ten minute recess. <br /> The meeting was reconvened at 9:50 P.M. All present who answered opening roll call. <br /> Motion by Councilman Crouse and seconded by Councilman Emond as follows: <br /> 1 . Based on 18 months of extensive study and research, I move that the Village <br /> Manager with the Village Attorney be directed to prepare a proposed ordin- <br /> ance, for Council action on August 25, 1970, establishing a Dept. of Public <br /> Safety which will replace both the present Fire Department and Police Dept. <br /> and which will cover provision to the community of the services currently <br /> rendered by these two departments. It shall also provide for an auxiliary <br /> Public Safety Group of paid employees and voluntary Civil Defense personnels <br /> who serve without compensation and report to the Public Safety Department. <br /> A. This ordinance shall carry notation and reference of other ordinances <br /> • either cancelled or modified by this new ordinance. <br /> B. This ordinance shall provide for Public Safety Officers to pass a <br /> mandatory fitness examination before being initially accepted for duty, <br /> annually thereafter, and any other time upon request by the officer's <br /> administrative superiors. This exam shall include both physical and <br /> psychological fitness tests. <br /> C. This ordinance shall contain a proviso for 18 months after approval <br /> permitting cancellation only by a five-fifths (5 of 5) vote of the <br /> Council. After 18 months from enactment, this proviso would revert to <br /> statutory ordinance action requirements. (Note: This guarantee of the <br /> new department operation is necessary to provide sufficient time with- <br /> out interferance to initiate, operate and evaluate the effectiveness of <br /> the organization. This will prevent a cancellation, unless all 5 <br /> Councilmen agree, that would waste the money invested plus other <br /> monies for reorganization. ) <br /> 2. Budgetary changes for 1970 shall be prepared separately and submitted to <br /> cover operational costs to implement this proposed ordinance as necessary <br /> through the year of 1970. <br /> 3. Organizational proposals, both interim during forming period, and final <br /> anticipated format together with a time of effectivity plan should be <br /> submitted at the same time as the Budget and Ordinance, BUT not as a part <br /> • of either. <br /> Voting on the motion: <br /> Aye: Crouse, Emond, Miedtke, Englund <br />
