-3- Motion by Councilman Crouse and seconded by Councilman Emond to grant permission to Northwestern Bell Telephone Company to place buried cable on Fordham Drive as requested. • Motion carried. Motion by Councilman Crouse and seconded by Councilman Levandowski to table action on the Apache Police Agreement until the next meeting so that the Village Attorney can redraft it making the changes suggested by the Council. Motion carried. Mayor Miedtke declared a ten minute recess. The meeting was reconvened at 9:50 P.M. All present who answered opening roll call. Motion by Councilman Crouse and seconded by Councilman Emond as follows: 1 . Based on 18 months of extensive study and research, I move that the Village Manager with the Village Attorney be directed to prepare a proposed ordin- ance, for Council action on August 25, 1970, establishing a Dept. of Public Safety which will replace both the present Fire Department and Police Dept. and which will cover provision to the community of the services currently rendered by these two departments. It shall also provide for an auxiliary Public Safety Group of paid employees and voluntary Civil Defense personnels who serve without compensation and report to the Public Safety Department. A. This ordinance shall carry notation and reference of other ordinances • either cancelled or modified by this new ordinance. B. This ordinance shall provide for Public Safety Officers to pass a mandatory fitness examination before being initially accepted for duty, annually thereafter, and any other time upon request by the officer's administrative superiors. This exam shall include both physical and psychological fitness tests. C. This ordinance shall contain a proviso for 18 months after approval permitting cancellation only by a five-fifths (5 of 5) vote of the Council. After 18 months from enactment, this proviso would revert to statutory ordinance action requirements. (Note: This guarantee of the new department operation is necessary to provide sufficient time with- out interferance to initiate, operate and evaluate the effectiveness of the organization. This will prevent a cancellation, unless all 5 Councilmen agree, that would waste the money invested plus other monies for reorganization. ) 2. Budgetary changes for 1970 shall be prepared separately and submitted to cover operational costs to implement this proposed ordinance as necessary through the year of 1970. 3. Organizational proposals, both interim during forming period, and final anticipated format together with a time of effectivity plan should be submitted at the same time as the Budget and Ordinance, BUT not as a part • of either.
