Mr. Orville BratlandP resented the minutes of the September 15, 1970 meeting of the Planning Board. i /Motion by Councilman Crouse and seconded by Councilman Englund to affirm the action recommended by the Planning Board to approve the Self Service Postal Unit to be located in Apache Plaza parking lot as requested and that the base of it be at least one car space from driveway. Motion carried. .'Motion by Councilman Crouse and seconded by Councilman Emond to follow the re- commendation of the Planning Board to approve the request of Minnesota Fabrics to make a change in the exterior of their building and that the brick used should match the brick on the other side. M'3 tion carried. Motion by Councilman Emond and seconded by Councilman Crouse to accept the recommendation of the Planning Board to authorize the blacktop addition as re- quested by Johnson Greenhouse. Motion by Councilman Crouse and seconded by Councilman Emond amending the motion that a two hour parking restriction between 8:00 A.M. and 5:00 P.M. Monday through Friday, be posted on the east side of Edwards Street N.E. from 33rd Avenue N.E. to 34th Avenue N.E. Amendment carried. Motion as amended carried. Councilman Emond introduced Resolution 70-027 and moved its adoption. RESOLUTION #70-027 RESOLUTION RELATING TO THE APPORTION- MENT OF SPECIAL ASSESSMENTS FOR LOCAL IMPROVEMENTS. The resolution was duly seconded by Councilman Crouse. Voting on the resolution: Aye: Crouse, Emond, Miedtke, Levandowski, Englund Nay: None Resolution declared adopted. Motion by Councilman Crouse and seconded by Councilman Englund to waive the oral reading for the third time of Ordinance 1970-11 organizing the Department of Public Safety and that it be adopted.
