v
-2-
Jim Fornell reported on the meeting he had attended in Columbia Heights with
representatives of the Department of Natural Resources, New Brighton, Columbia
Heights and Roseville at which the Department representative had presented a plan
for the establishment of a statewide bike route for which funds could be sought
from the State Legislature. Mr. Fornell said that, though Columbia Heights and
Roseville were using county roads for their bike trails, New Brighton preferred
residential streets and did not have much enthusiasm for designating County Road F
as a bike trail as requested by the City. Consideration of bike trails was on the
agenda for the meeting of the Community Services Advisory Board the next evening
according to Councilman Sauer. The Kiwanis Club was considering the supplying of
signs designating the bike trails Mr. Dulgar said, though he thought the City
might have enough on hand to meet the needs of the project. He was to contact
New Brighton and Columbia Heights for permission to install signs which would
indicate where the bike trails ran through St. Anthony and was to 'report further at
the next Council meeting.
Mrs. Fllen Snustad, 282+ Silver Lake Road and Mrs. Mary Jane Parish, 2812 Silver
Lake Road, presented a petition for traffic signs to be installed in the alleys
near their homes. They explained that the alleys had become shortcuts to the
shopping center for many drivers, including the Police Department, and felt the
high speeds of some of the vehicles might prove hazardous to their small children
who play in their backyards. The City Attorney was requested to research state
regulations regarding the enforcement of such traffic signs.
Motion by Councilman Sauer, seconded by Councilman Sundland to authorize the City
• Manager to erect three "10 MPH" traffic signs in the "T" shaped alleys which run
between Silver Lake Road, Coolidge Street N.E. and 29th Avenue N.F.
Motion carried.
There was a discussion of the letter from Supt. Leland Renz of Ind. School District
/282 regarding the City of St. Anthony's use of space in the Wilshire Park School
in which the superintendent pointed out that it was the intent of the School
Board to allow the City to use space in the school for official activities such
as Council and commission meetings and that any other use of the room by other
community groups (such as the St. Anthony Republicans who had made such a request
to the Council) would have to be made by that group to the Community Services
Department. Mr. Dulgar pointed out that School Board regulations prohibit the
use of their facilities by political groups . Councilman Sauer reported his
contacts with managers of Apache Plaza indicated the Republicans should have
no difficulty in securing the Community Room of the shopping mall for their
meetings.
In discussing the letter from Mr. Don Cottle, 2919 Silver Lane, regarding the
median Ramsey County had proposed putting in front of his property on Silver
Lake Road, Mr. Dulgar told the Council that he had advised Mr. Cottle and the
owner of the Tom Thumb Market to let the Ramsey County Highway Dept. know of
their objections to the median and had also promised Mr. Cottle he would be
advised when the matter came before the Council.
The City Attorney was to furnish further information on Hennepin County's ability
• to assess the City for the improvements they propose to make on 29th and 37th
Avenues N.F. and the subject was to be placed on the agenda for the next Council
meeting.
