CITY OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> October 8, 1974 <br /> The meeting was called to order by Mayor Miedtke at 7:30 P.M. <br /> The following were present for roll call: Sauer, Haik, Sundland, Miedtke, <br /> Stauffer. <br /> Also present: Jerry Dulgar, City Manager <br /> Larry Vickrey, City Attorney <br /> The following amendments were made to the Council minutes of September 24,1974: <br /> Page 2, para. 3: Add "and with a Hennepin County Welfare Worker whose <br /> clients are senior citizens from N.E. Mpls." <br /> Page 4, para. 5: Strike "and a comparison of the costs of using the <br /> school building or renovating the present City facilities <br /> for a city hall". <br /> Motion by Councilman Sauer, seconded by Councilman Stauffer to approve the <br /> Council minutes of September 25, 1974 as amended. <br /> Motion carried. <br /> Marlys Berg, Chairman of the Human Relations Committee in commenting on her <br /> group's minutes of September 17, 1974, requested that the recommendations re- <br /> garding water fountains be striken from the minutes. She also reported that <br /> . comments about Hans Selvog's lack of communication with the Committee had <br /> resulted from a misunderstanding about his not working for two months while <br /> he was in training sessions and Mr. Dulgar reported that his meetings with Mr. <br /> Selvog had resulted in an agreement that the youth worker would submit written <br /> reports to the Committee on a regular basis. <br /> To assure that Mrs. Berg was serving legally as chairman of the Committee, the <br /> Mayor officially designated her to head the Committee. <br /> The Human Relations Committee minutes were directed filed as amended. <br /> The following amendment to the October 1, 1974 Public Hearing on Storm Sewer <br /> Project 1972-1 was made: <br /> Page 1, para. 3: Change "2.5 cents" to "2.526 cents". <br /> Motion by Councilman Haik and seconded by Councilman Stauffer to approve the <br /> minutes of the October 1, 1974 Public Hearing as amended. <br /> Motion carried. <br /> Requests from senior citizens for relief from payment of assessments on the <br /> storm sewer project were referred to the City Attorney who explained how the <br /> March 23, 1974 Hardship Tax Referral Law allowed the Council to grant defer- <br /> ments of payment of assessments on a basis of hardship to senior citizens. He <br /> said the elderly must initiate their requests for deferment and their requests <br /> are to be processed through the County and then returned to the City for <br /> acceptance or rejection. The Mayor appointed Councilman Haik and Sundland to <br /> investigate the total picture of assessment deferment and the criteria for <br /> hardship to be used in granting such deferments. They were to report back to <br />
