-5- In granting this conditional use permit the Council finds that: • a. it will not be detrimental to the public welfare or injurious to other land or improvements in the neighborhood in which the parcel of land is located, b. will not impair an adequate supply of light and air to adjacent property, C. will not substantially increase the congestion of public streets, d. will not increase the danger of fire or endanger the public health or safety and e. will not substantially diminsh or lessen property values within the neighborhood. Voting on the motion: Aye: Sauer, Sundland, Miedtke, Stauffer Nay: Haik Motion carried. Motion by Councilman Sundland, seconded by Councilman Stauffer to table for two weeks action on the various assessment procedures presented for their consideration by Mr. Fornell. Motion carried. In the discussion of the data supplied by Mr. Dulgar regarding the City's possible use of Parkview Flementary School for a city hall, it was reported that the Moundsview School District was considering their needs for a school building and Independent School District §282 was near a decision on the use of Parkview. Councilman Sauer expressed his reluctance to pay out $1200 for a study of a building which the City does not own and Councilman Haik felt the figures for remodelling the City Hall should be updated. Mayor Miedtke expressed the opinion that delaying a decision until January or February might prevent the City having a building to house its new fire truck when it arrived in the spring. Motion by Mayor Miedtke, seconded by Councilman Stauffer to accept the architect's proposal to make a study to advise the Council on the cost of remodelling the Parkview School building for a city hall at an hourly rate with the total cost not to exceed that cost provided by the architect. The following motion was made before a vote was taken on the previous motion: Motion by Councilman Stauffer, seconded by Councilman Sauer to table action on the architect's study until the next Council meeting. Voting on the motion to table: Aye: Haik, Sauer, Sundland, Stauffer Nay: Miedtke Motion carried. • Motion by Councilman Sundland, seconded by Mayor Miedtke to grant all licenses listed in the November 12, 1974 agenda. Motion carried.
