ANTHONY <br /> COUNCIL MINUTES <br /> July 22,1975 <br /> • The meeting was called to order by Mayor Pro Tem Sundland at 7:45 �.M. <br /> Present at roll call: Sundland, Sauer, Stauffer. <br /> Also present: Jerry Dulgar, City Manager <br /> Jim Fornell, Adm. Asst. <br /> The Council officially resumed discussion of the sanitary and storm sewer <br /> problem plaguing a number of homes in the city. Councilman Sundland and <br /> Councilman Stauffer had been discussing the problem off the record, for lack <br /> of a quorum, until Councilman Sauer arrived. <br /> The Manager said that he and other members of the staff had done some <br /> investigation of potential factors contributing to the problem and reported <br /> some of their findings: <br /> The sewage from the St. Anthony Office Park does not flow into <br /> the residential area to the west. <br /> On a couple occasions, the storm sewers were practically empty <br /> an hour or two after a rainfall, but the sanitary sewers were <br /> completely full. <br /> Rainfall has been extremely high this spring and early summer, <br /> setting records on several occasions. <br /> The Manager also had a flapper stop valve which can be installed <br /> in private sewer lines as they leave the basement, and afford a <br /> measure of protection against backups. Columbia Heights is taking <br /> bids on such installation for a number of homes with problems and <br /> the Manager indicated a similar arrangement could be made in St. <br /> Anthony. The cost installed would be about $100 and up installed, <br /> depending upon the type of valve. <br /> Several residents of the City spoke with regard to the sewage backup problem. <br /> They wondered where the water was coming from, thought there was a lack of <br /> capacity in the sanitary sewer system, that storm sewers must be leaking 1 <br /> into sanitary sewers and that outlet capacity into Minneapolis is insufficient <br /> Councilman Stauffer said her basement had water in it about seven times this <br /> summer and that an ordinance requiring drain tile connected to the sanitary <br /> sewer be disconnected would be unenforceable. <br /> Mayor Pro Tem Sundland said the problem is larger than just St. Anthony. . <br /> that there must be a lack of capacity in the interceptors and collectors in <br /> the entire Twin Cities area for such large amounts of rainfall. He also <br /> felt an ordinance requiring people to -disconnect drain tile from the sanitary <br /> sewer system would be unenforceable and expensive. He suggested the City <br /> contact the Metropolitan Waste Control Commission for their perspective and <br /> possible solution to the problem and investigate further the cost and feasibi <br /> • lity of the check valves. <br /> After additional comments by residents and Council members, the City Council <br /> returned to the top of the agenda. <br />
