• <br /> -3- <br /> RESOLUTION 75-035 <br /> A RESOLUTION AWARDING TU7, CONSTRUCTION OF <br /> • SIDEWALK TJPROVEMENT PROJECT 1975-001 TO <br /> VICTOR CARLSON AND SONS, INC. <br /> Motion carried. <br /> Mr. Nystrom, 3113 Edward St. N.E., inquired about the costs of moving the <br /> City Hall into Parkview School and why more part paid firefighters weren't <br /> being used to reduce the Fire Department costs. <br /> The Manager explained the lease negotiations with the School District for the <br /> use of Parkview and said that the number of full time Fire Department <br /> employees had been reduced by one position, thus saving money. <br /> The Manager reported on his discussions with NSP concerning the additional <br /> cost, perhaps as high as $1,000, to retain the existing four street lights <br /> when NSP puts the electrical service to Gross Golf Course & Sunset Mem. Park <br /> underground. He felt the expense was probably not warranted. <br /> Motion by Councilman Stauffer, seconded by Councilman Sauer to direct the <br /> Manager to notify NSP, Gross Golf Course and Sunset Memorial Park that the <br /> Council does not wish to retain the lights. <br /> Motion carried. <br /> The Metro Transit Commission request for input on possible locations for bus <br /> • shelters in St. Anthony was referred to the next Council meeting when more <br /> Council members will be present. <br /> Motion by Mayor Pro Tem Sundland, seconded by Councilman Sauer to approve <br /> the licenses as listed in the agenda. <br /> Motion carried. <br /> Motion by Councilman Sauer, seconded by Mayor Pro Tem Sundland to approve <br /> payment in the amount of $344.00 to Comstock & Davis, Inc. <br /> Motion carried. <br /> The City Engineer and Council then discussed additional problems relating to <br /> sewer backups and sewer capacity. The Engineer said the entire infiltration <br /> and inflow question is being considered by the Federal Government in their <br /> grants for sewer treatment facilities. The problem in the Twin Cities is <br /> that the collection lines, a major source of inflow and infiltration, are not <br /> owned by the MWCC, the grantee of the Federal monies. The Engineer also <br /> indicated that there are several methods to test the sewers to determine cross <br /> connections, leaks and drain tile connections. The Council wondered about <br /> the advisability of contacting the MWCC in light of the engineers comments <br /> and felt a public education campaign to inform residents of the problem, <br /> possible remedies, the Council's discussions and the proposed ordinance <br /> regulating drain tile would be a good approach to the problem. <br /> • Motion by Councilman Sauer, seconded by Mayor Pro Tem Sundland to approve <br /> the verified claims. <br /> Motion carried. <br />
