4 Motion carried unanimously. • Councilman Haik then suggested that Mr. Kovtal might be interested in also serving on this committee. Motion by Councilman Sauer, seconded by Councilman Haik to write off as uncollectible all the checks listed in the September 9, 9975 agenda. Motion carried unanimously. The Council noted that the September 5th, 1975 letter from W.C. Bottemiller, Resident Engineer of the Minesota Highway Department, which indicated the Highway Department's intention of placing pedestrian curb ramps through the alley on the west side of Silver Lake Road north of St. Anthony Boulevard. The possibility of the recent Supreme Court case concerning zoning laws being germane to future requests for zoning variances in St. Anthony was discussed and Mr. Vickrey's memo on the subject was filed as informational . The meeting was recessed from 9:24 P.M. to 9:38 P.M. and reconvened to consider recommendations contained in the August 28, 1975 memo from the City Attorney regarding the assessments which have never been placed against property owned by the Apache Corporation and Northern Gopher Enterprises, Inc. , because the City had refused to recognize the subdivisions of those properties. Motion by Councilman Sundland,seconded by Councilman Stauffer to indicate • approval of the subdivisions of Lot 2 and 3, Block 2, Apache Plaza and Lots 1 and 2, Block 1 , Apache Plaza, 2nd Division, and to direct the Manager to recertify that property to the County Treasurer for collection of delinquent assessments. The Manager is further directed to arrange a meeting with the Apache Corporation to discuss the methods of co; lecting these assessments and the City Attorney is directed to prepare the necessary forms and resolutions. Motion carried unanimously. Motion by Councilman Sundland, seconded by Counc! ]M n Stauffer to declare the intent of the Council to recertify the platting of Lots 1 thru 12, Block 9, Moundsview Acres for collection of assessments by the County Treasurer and to direct the City Manager to relay this intent to the owners. The Council also directs the City Attorney to prepare the documents necessary for im- plementation of the motion while attempting to find some method of retaining the open spaces as it relates to the density of the property. Participation If the Council in the St. Anthony Urangler Day, September 14th was discussed including the softball game between the City officials and the Sports Boosters and the appearance of former City officials at the celebration. Councilman Stauffer reported that members o` the confirmation class from Nativity Lutheran Church anticipated visits to the Council meetings as part of their "Christian in Government" project. • Mr. Dulgar reported how costly it would be for the City to remove the antique street lights which remain in the City and asked permission to trade them to Minneapolis. Councilman Haik said she would prefer retaining them for their historical value.
