ANTHONY <br /> SPECIAL COUNCIL MEETING <br /> 10/7/1975 <br /> The meeting was called to order by Mayor Miedtke at 7:35 P.M. <br /> I <br /> Present at roll call : Bill Sauer, Bob Sundland,, Duane Miedtke, <br /> Donna Stauffer and Sally Haik <br /> I <br /> i <br /> Also present: Jerry Dulgar, City Manager <br /> The Council and City Manager discussed revisions that the manager <br /> had made in the budget since the last meeting. <br /> At 8 P.M. Mayor Miedtke recessed the budget hearing so the Council <br /> could discuss the proposed improvement of 29th Avenue N.E. from <br /> Stinson Bouleyard to TH 8 with-City Engineer, Ice Comstock and <br /> residents of the street. <br /> Lengtlpy discussion ensued. <br /> Motion by Bill Sauer, seconded by Bob Sundland to direct the engineer <br /> to prepare plans and submit them to the state aid engineers encompassing <br /> the following features: <br /> 1 . Two 12 foot traffic lanes <br /> 2. Two eight foot parking bays <br /> 3. Parking nodes as indicated on the plans delivered to the Council <br /> by Mr. Schaffer at tonights meeting. <br /> 4. A walkway on the north side and a bikeway on the south side. <br /> 5. Omit stop signs except those already existing. <br /> The motion included a directive that the committee be directedtoprepare <br /> a cover letter to accompany the plans. <br /> City Engineer Ice Comstock indicated that he could not support the <br /> plan as indicated and suggested that the Coucnil retain some other <br /> engineering firm to do the work if the above plan was to be presented. <br /> At 8:45 P.M. the Council indicated that they would give the residents of <br /> the street until 9:30 to meet in an adjoining room and discuss the fore- <br /> going motion, etc. <br /> Mayor Miedtke called a 10 minute recess at 8:45 P.M. i <br /> The budget hearing was resumed at 8:55 P.M. <br /> Discussion of the budget continued. <br /> The Council indicated to the manager that he should advise the school <br /> district that the city wants them to assume the financial responsibility <br /> for the Community Services Department effective July 1 , 1976 because they <br /> r have the authority to levy outside their levy limits for the program. This <br /> action was taken because of the inability of the city to raise adequate <br /> funds to meet the needs of the city. <br /> s <br />
