CITY OF ST. AIMTHONY <br /> COUNCIL M I UTES <br /> OCTOBER 28j, 1975 <br /> The meeting was called to order at 7:30 P.M. by Mayor tlledtke. <br /> Present at roll call : Sauer, Sundland, Miedtke, Stauffer <br /> Absent: Haik <br /> Also present: Jerry Dulgar, City Manager <br /> Jim Fornell , Adm. Asst. <br /> Addendum to the agenda was proposed by Mayor Miedtke and Mr. Dulgar. <br /> Senator Eugene Stokowski , who was in attendance at the meeting, said that <br /> although he was unable to accept the Council 's invitation to attend their <br /> budget meetings, he had found this opportunity to attend the meeting and he <br /> could answer any questions and find out what impact the state legislation of <br /> the last few years had on the community of St. Anthony. <br /> The senator said he realized that unlike Minneapolis and Columbia Heights in his <br /> • legislative district, the municipality of St. Anthony had been shorted in this <br /> year's distribution of taxes although he pointed out that the citizens them- <br /> selves had benefitted through tax cuts and transfer of welfare costs to the <br /> state. He explained that 68% of the taxes collected by the state are returned <br /> to the residents through the schools, counties and municipalities. The <br /> legislator asked that city officials let him know before January of 1976 what <br /> legislation would benefit this particular municipality. <br /> Mr. Dulgar suggested one way of cutting down legislated expenses was to modify <br /> that legislation which forced St. Anthony to pay overtime to employees to keep <br /> the municipal office open for voter registration since in the 20 hours the <br /> offices were open in 1974 only 4 people registered and so far in 1975 only 2 <br /> people have showed up to reaister during the 17 hours provided for their <br /> convenience. <br /> Senator Stokowski agreed there had to be some differential between highly mobile <br /> communities and well-settled communities like St. Anthony. He felt this might <br /> be rectified by granting the county auditors some discretion in regulations <br /> governing voter registrations. <br /> The minutes of the October 14th council meeting were corrected as follows: <br /> Page 4, para. 7: Association of "Petro" Municipalities rather than "Minn" <br /> Municipalities. <br /> Motion by Councilman Sundland, seconded by Councilman Sauer to approve the <br /> mintues of the October 14th meeting as corrected. <br /> Motion carried unanimously. <br />
