CITY OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> November 18, 1975 <br /> I <br /> The meeting was called to order by Mayor Miedtke at 7:35 P.M. <br /> Present for roll call: Haik, Stauffer, Miedtke, Sundland, Sauer. <br /> Also present: Jerry Dulgar, City Manager, <br /> Wm Soth, City Attorney <br /> I.C. Comstock, City Engineer <br /> Motion by Councilman Sundland, seconded by Councilman Haik, 1to approve the minutes <br /> of the Nobember k, 1975 Council meeting. <br /> Motion carried unanimously. <br /> The Manager read Ordinance 1975-005, which prohibits connection of drain tile <br /> to the city sanitary sewer system. <br /> The Mayor told of the problems experienced by the City during several spring <br /> storms this year when the sanitary sewers backed up into 30 or 40 homes and the <br /> writing of this ordinance to further enforce the restrictions already set by city <br /> • ordinance and the Minnesota Plumbing Code. Action on the ordinance had been <br /> tab led, he said, to allow the community time to register its reaction. <br /> Mr. Dulgar told of efforts taken by the city to ascertain and correct any defi- <br /> ciencies in the sewage system which could have been a factor in the backup <br /> which occurred during the extraordinary downpours in May and July. Among the <br /> efforts to prevent a recurrence of the problem which he cited were the setting <br /> up more efficient systems of inspection and rodding of lines as well as steps <br /> to plug any inflow from manholes and correct possible infiltration of storm water <br /> into the sanitary sewer lines. He also said closed circuit television of 29th <br /> Avenue was the beginning of a project to locate trouble spots throughout the <br /> system. The City Engineer was to view these video tapes and report back his <br /> recommendations. <br /> A majority of approximately 120 persons in attendance indicated by hand vote <br /> their opposition tae the passage of the ordinance with several speakers saying they <br /> did not feel a case had been made by City officials that the elimination of <br /> drain tiles connected to the sanitary lines would solve the problem. <br /> Several people told the Council that their drain tiles had been connected to <br /> the sanitary sewer several years ago at the direction or the acquiesence of the <br /> City Inspector. <br /> Connie Kozlac told the Council that many residents depend on their basements <br /> for living space which would be eliminated if they did not have drain tiles. <br /> • She also stated she had learned the Environmental Protection Agency had recently <br /> reversed its stand that drain tiles connected to sanitary systems were the cause <br /> of the problem. Mrs. Kozlac (Mark's wife?) wanted the City to wait until the <br /> Metro Sewer Board was able to apply for a federal grant system analysis which <br /> would aid them to meet the federal standards regarding the treatment of sewage <br /> and then ask the city for a share of those funds to aid in solving the problem <br /> at a local level. <br />
