. r
r
t
2
Several residents wanted the City to pump the sanitary sewer lines into the
storm sewers in spite of the illegality of such a practice. The Mayor said the
• only time this had been done was when the health of the residents seemed in danger.
When Mr. Mike Fitzgerald asked whether it had been ascertained whether or not
i
the problem on 29th Avenue had originated with the installation of the new storm
sewer system, Mr. Dul.gar said Investigations by the City indicated no problems
with infiltration through cross ties. City officials indicated that they had been
informed by their engineer that the sanitary sewer system was adequate to handle
all sewage as long as there was no storm water added to it.
Mr. Dulgar said the increase in the amounts paid to the Metro Sewer Board for
treatment of waste water from $75,000 in 1973 to $118,000 in 1975 Vas an indication
that more than sewage was being sent to the treatment center. He also pointed
out the fact that the storm sewers were nearly empty shorty after each downpour
while the sanitary sewer system was still overloaded which he felt was further
proof that the storm water diverted through the sanitary system was a part of
the problem.
Residents' requests that a study be made was the basis of the following motion: {
;
Motion by Councilman Sauer and seconded by Councilman Sundland to table action
on Ordinance #1975-005 as presented and to appoint a committee of residents who
have the expertise and are willing to make a study of the problem and come back
with their recommendations by Match 1, 1976.
The meeting was recessed from 9:35 to 9:50 P.M. to enable those who wanted to,
• to sign up for the committee.
Mr. Ed Hance, Chairman of the 1975 Wrangler Day, told the Council that his
committee had incurred a deficit of $339.43 with the city celebration held Sept.
14, 1975, and asked the City for $500.00 to offset the deficit and provide seed
money for next year's celebration. He said the deficit was a result of button
sales not meeting the projections made by civic organizations who coordinated
the event. Since any funds such organizations realized from the booths they
operated at the celebration are returned via community service projects, the
chairman said he could see no purpose in asking these groups to stand behind
their projections.
Mr. Richard Klick, 3405 Harding St. NF, who will head the celebration in 1976,
said every effort will be made to return its investment to the Council if the
event should prove to be profitable next year.
Although the Council expressed a concern with underwriting the celebration each
year, they felt because of the community spirit the event generated, it could
justifiably be supported.
Motion by Councilman Sauer and seconded by Councilman Stauffer to approve
payment of $500.00 to the Wrangler Days Committee.
Motion carried unanimously.
• 9he Manager's recommendation for changes in the site plan for the warehouse to
be erected by Mr. Clarence Gould on Foss Road were discussed and the request
was considered in respect to its meeting the revised zoning ordinance.
Councilman Sauer said he didn't feel this particular type of metal structure
would be an asset to that neighborhood, and was concerned with its appearance
after a few years, telling of the outcry from the public when a similar building
was allowed in the City.
