` Page 5 <br /> • Voting on the motion: <br /> Aye: Sundland, Sauer, Stauffer <br /> ASstain: Haik <br /> Motion carried. <br /> The Engineer and Manager were directed to try to negotiate a settlement with <br /> the Irving Lamppa Company for the adiitional expenses incurred by the City when <br /> the contract with the Lamppa Co-. for Water Improvement Project 197Ls-1 was not <br /> completed. <br /> Mr. Comstock then told the Council that additional soil testing was necessary <br /> before the rebuilding of 29th Avenue M.E. is begun. <br /> Motion by Councilman Haik, seconded by Councilman Stauffer to authorize the <br /> expenditures recommended by the City Engineer for additional soil testing on <br /> 29th Avenue M.E. <br /> Motion carried unanimously. <br /> The Engineer will give a verbal report on the proposed sewer repairs on 29th <br /> as well as a report on sewer problems in general at the next council meeting. <br /> • Motion by Councilman Stauffer and seconded by Councilman Haik to direct the <br /> City Manager to request Ramsey County to include in their 1977 budget for the <br /> improvement of County Road D the bridge which will permit connection with the <br /> New Brighton bikeways , <br /> Motion carried unanimously. <br /> Mr. Dulgar was requested to ascertain by letter whether each of the prospective <br /> members of the committee who signed up to study the sewer backup problems <br /> was still interested in serving on the committee and how they felt their <br /> educational or work background could best be implemented in the study. <br /> Richard Letourneau, Chairman of the Planning Board, agreed to find out at the <br /> next Board meeting whether any Board member would be willing to head this study <br /> group and serve as its laisson with City personnel . <br /> The Manager then pointed out some of the expenses which had been incurred by <br /> the Committee which studied the rebuilding of 29th which now would have to be <br /> assessed as extra costs to the property owners. <br /> Action on the letter from Hennepin County regarding the Community Development <br /> Block Grant program was tabled until the December l6th Council meeting to give <br /> the Attorney an opportunity to review the program. <br /> Motion by Councilman Haik, seconded by Councilman Sauer to permit the East <br /> Side Branch of the YMCA to set up a Xmas Tree Lot in the St. Anthony Shopping <br /> • Center and to waive the license fee. <br /> Motion carried unanimously. <br /> Larry Hamer's report of the cost of installing a storm drain on 39th Avenue was <br /> filed. <br />
